The issue here is whether or not this service is going to be voluntary or mandatory. Remember that the income tax is "voluntary" as well. You can be sure there will be a lot of pressure to get youth into this program, and once in, they will no longer be able to participate in their churches, political movements, or express any dissension with government policies. A careful reading of this bill is required to see all of the possible implications, but what I have read so far has me very concerned.
