I do not know whether a conference is actually happening, but the common reports are all based on fake documents!

I was a medical writer for 8 years and learned quite a bit. Here are a few suggestions:

1. Do not get vaccinated.
2. Prevention is key - eat healthy food, no 'food-like substances' such as chips, snacks, soft drinks. donuts, or sugar in any form.
3. Take good dietary supplements every day.
4. Get 20 minutes of sunshine on most of your body every day. You will get maybe 20,000mgs of Vitamin D which has been shown to kill viruses. If you cannot get outside, then buy some vitamin D-3 and take 3,000mgs per day.

There's more, but that's enough for now. Do the above and you won't get sick. Keep your immune system topped off!

The British government has drawn up plans to create mass graves to deal with deaths resulting from the promised swine flu outbreak this Autumn.

A newly drafted Home Office document, entitled The Framework for Planners Preparing to Manage Deaths, states that mass burial sites may be required to cope with the pandemic.

The 59-page document originates from a meeting of government officials and council leaders held last month to discuss emergency procedures in the event of a “second wave” of H1N1 flu.

It states that the number of burials could more than double within a few weeks of a full-blown pandemic and suggests that cemeteries “may experience shortage of grave space, in particular in inner city areas”.

“As a back-up option for higher fatality rates, cemetery managers should plan alternative ways of providing graves,” the document says.

A potential solution, “which can allow interments to be undertaken more quickly”,
according to the document, would be “a grave that is for a number of unrelated persons, excavated mechanically in advance and designed for efficient preparation and use.”

Local government officials should consider the preparation of a “burial site for multiple graves and consecutive burials”, the paper comments, adding a stipulation that “marking of the position of individual burials” must be carried out. The report also notes that such procedures “could not normally allow for the adjacent burial of family members.”

The discovery of the published document was highlighted in reports from the Daily Mail, The Press Association, The London Metro and The Sun, which carry a scan of plans to increase mortuary capacity (below).

Elsewhere within the document are proposals to store and transport vast numbers of dead bodies.

The paper suggests that “inflatable storage structures”, which “come in various designs and can be customised and deployed to a range of terrains”, could be used as temporary mortuaries. Shipping containers are also cited as a possibility, although the document notes “These are likely to require shrouding, body racking and power generators.” The paper also concludes that “refrigerated vehicles and trailers should not be used”.

The report also carries advice on funerals, stating that “Those arranging and conducting funerals should prepare for basic and shorter services at the chapel, or for memorial services to be held at other venues (eg the home or place of worship).”

The document suggests cemeteries and crematoriums should liaise with local officials to “move to 24/7 working” and hire more staff, and that retired doctors should be called back to work to issue death certificates.

It also suggests that new laws could be passed to allow “streamlined” mass cremations with furnaces burning 24 hours a day.

These would be used In central London due to a lack of space in its three outlying cemeteries.

John Barradell, Westminster’s deputy chief executive, said the council had to plan for the worst, adding: “We have a flu pandemic plan in place which has been rigorously tested.”

So far, 44 people in England have been confirmed as dying after contracting swine flu and another five have died in Scotland.

While medical professionals have predicted a fresh surge in H1N1 this Autumn, new cases of the virus have fallen sharply from a peak of over 110,000 a week in late July.

Militarization of Swine Flu Preparations

The increasing militarization of preparations for an outbreak of swine flu is proceeding rapidly and without very much public debate, despite the relatively mild nature of the disease so far and the fact that many experts believe the panic has been overblown.

Earlier this week, Republican Representative Paul Broun of Georgia warned a town hall meeting that a “socialistic elite” may be preparing to declare martial law in the United States using a pandemic disease as the pretext. “They’re trying to develop an environment where they can take over,” he told attendees according to an article in the Athens Banner-Herald. “We’ve seen that historically.”

In another alarming development this week, National Guard troops are involved in a drill to take over a high school in Maine to deal with potential riots and panic over distribution of treatment for the H1N1 virus, the Maine Sun Journal reported Thursday. “The National Guardsmen will take on the roles of panicked citizens and military police and practice what they would do, such as using tear gas, in the case of a riot,” said the newspaper article entitled “National Guard Drill at High School to Prepare for Possible H1N1 Riot.” The story also noted that local law enforcement would be involved.

This is all despite the fact that the Maine Center for Disease Control has reported just one death tied to the swine flu, and the man actually died from “underlying conditions complicated by H1N1,” according to Dr. Dora Mills, the center’s director.

“This is just a component of moving the stuff from point A to B,” assured the director of Oxford County’s emergency management agency, Scott Parker. He told the Sun Journal that the plan would only be put in place “if needed.”

Apparently concerns about panic and disorder were raised during a conference in April, so the governor and the adjutant General of the Maine National Guard decided to formulate a plan to bring in military police.

But if state military police preparations weren’t bad enough, the federal government now wants to usurp state forces for domestic use under the Pentagon’s command. Though at least the states are fighting back on this issue.

The National Governors Association wrote a letter to the Department of Defense last week criticizing the proposals to take control of their National Guard units for domestic disasters. “Strong potential exists for confusion in mission execution and the dilution of governors' control over situations with which they are more familiar and better capable of handling than a federal military commander," the letter stated.

But no matter who retains control of the National Guard troops preparing to deal with swine flu, the federal government’s increasingly militarized “emergency preparations” for the virus are developing quickly and mostly under the radar. Just last month CNN and Fox News reported online that the U.S. military was drawing up plans to deal with a spread of the swine flu. “The Pentagon is preparing to make troops available if necessary to help the Federal Emergency Management Agency tackle a potential outbreak of the H1N1 virus,” according to a July 29 Fox News article entitled "Military Poised to Help FEMA Battle Swine Flu Outbreak."

And as early as last year, reports also began to surface that federal troops were preparing for “homeland defense” missions and would be operating on American soil — in what would appear to be a violation of the Posse Comitatus Act, which prohibits the use of military forces in domestic law enforcement.

“They may be called upon to help with civil unrest and crowd control,” noted the Army Times in a 2008 article entitled "Brigade homeland tours start Oct. 1." The soldiers will also be responsible for things like knowing how to set up road blocks and the use of “nonlethal” weapons normally reserved for war-zones to subdue Americans.

Additionally, the Obama administration has recently resurrected the heavily criticized Bush-era proposal to “update” quarantine regulations, while the U.S. Army advertises jobs for “internment/resettlement specialists” on its website.

The federal government’s health authorities operate quarantine centers from Anchorage to Miami, and in 2005 George W. Bush used an executive order to add flu that has the “potential” to create a pandemic to a list of quarantinable diseases. Will the military be used to enforce the quarantines? It is appearing increasingly possible, if it comes to that.

This is all happening at a time when countless experts are warning that fears about the swine-flu virus have been blown out of proportion. In many places the disease even seems to be dissipating. “We'll probably see something that won't be that bad,” said Ontario’s former chief medical officer, Dr. Richard Schabas. “We would not expect it to be as bad as the flu year was in 2003 with the Fujian strain.”

He noted that a pandemic would be expected to kill thousands just in Canada, but so far the swine flu has claimed 66 lives there. “You tell me how overblown that is.… Our preparations always have to be advised not just by the sense of possibilities, but by a sense of probabilities.”

England’s chief medical officer, Liam Donaldson, recently announced plans to scale back the National Pandemic Flu Service from about 1,600 call-center workers to less than 600 as the number of cases there continues to fall. He warned of the potential for a “second wave,” but so far the disease has been less deadly than even the regular seasonal flu.

Australian National University microbiologist Peter Collignon told ABC News the H1N1 virus was no worse than annual influenza strains. “My major concern about what's happening is the fear is out of proportion to what the data shows," he said, adding that the use of the word “pandemic” was creating unnecessary concern.

But here in the United States, the emergency preparations continue to expand along with the power of the federal government. There has already been discussion of forced vaccinations. And an inspection of so-called “executive orders” issued by past presidents and continuing under Obama reveals that the executive branch already claims sweeping “emergency” powers to deal with health concerns.

Unless Americans start demanding some transparency and accountability, the trend towards bigger and more aggressive government will likely continue. This time the excuse happens to be swine flu, but there will always be some “crisis” not to be “wasted,” as Obama’s chief of staff Rahm Emanuel put it.

The preparations currently under way to deal with swine flu are not only unconstitutional, they are probably more dangerous than the virus itself. It is time for Americans to take personal responsibility for their health and their government and to say enough is enough.

The more I look at these responses by these bureaucrats the more I'm getting upset.

They KEEP claiming there are "no plans" of quarantines at "this time" and that quarantines won't be effective because the virus has already spread.

So then why do we have an international conference on this "swine flu" which talks about - among many other disturbing issues - the following:

Thank you for your emails to the County Commissioners regarding H1N1. The following information has been provided to the Commissioners by the Polk County Health Department:

The main goal of the Polk County Health Department during this H1N1 crisis is to protect the health of the public. This involves keeping the public well informed and sharing transparent plans.

Some information is not known yet, but enough has been learned to answer the question about isolation of ill individuals or quarantine of healthy people exposed to sick individuals.

The World Health Organization has already declared H1N1 to be a pandemic.

The H1N1 flu virus is everywhere including Polk County.

The Department of Health does not plan or anticipate the need to mandate isolation or quarantine of individuals.

Since the virus has spread world wide, and strict isolation and quarantine would not be effective.

This virus has shown itself to be unstoppable, but it can be slowed down.

The Department of Health and the community will rely primarily on the voluntary cooperation of the public to remain isolated at home while sick. Education about cough etiquette, hand washing and seeking medical advice is very important.

A flu victim can return to work or school 24 hours after their last fever. This is based on the current understanding of this virus and how long a flu victim is contagious.

The local health departments are monitoring the virus for any changes that the community needs to know.

Voluntary vaccination may also reduce the number of sick individuals. Plans are underway to provide vaccine to those most at risk and then to the entire population.

Full details have not been released since the vaccine is still under development.

Recommendation can change based upon the changes in the virus.

§ 5.9 The Legality of Mandatory Vaccinations

It is within the police power of the state to require mandatory vaccinations. See Jacobson v. Commonwealth of Massachusetts, 197 U.S. 11, 25 S.Ct. 358, 49 L.Ed. 643 (1905); see also Zucht v. King, 260 U.S. 174, 43 S.Ct. 24, 67 L.Ed. 194 (1922) (citing Jacobson for the same); e.g., State Dept. of Agriculture and Consumer Services Division of Animal Industry v. Denmark, 366 So. 2d 469 (Fla. 4th DCA 1979) (stating it is within the police power of the state to prevent the spread of communicable diseases in animals). The legislature may empower a state board of health to specify the method of vaccination, and so long as the board exercises this power in a reasonable manner and does not prescribe an arbitrary method for vaccination, the method specified will likely be upheld. Moore v. Draper, 57 So. 2d 648 (Fla. 1952) (“[T]he courts will not interfere with the [preservation of public health under a state’s police power] except where the regulations adopted for the protection of the public health are arbitrary, oppressive and unreasonable. The court has nothing to do with the wisdom or expediency of the measures adopted.”) (internal citation omitted); e.g., Allen v. Ingalls, 182 Ark. 991, 33 S.W.2d 1099 (1930) (same, citing and discussing additional cases).

The state cannot force any individual to receive a vaccination if it would be unsafe for that individual. See Jacobson, 197 U.S. 11. Statutes may or may not provide for an exemption based on religious or conscientious objection to mandatory vaccination and, in the event they do, the statute must not discriminate between members of organized churches and religious groups or individuals that are not so organized. E.g., Dalli v. Board of Ed., 358 Mass. 753, 267 N.E.2d 219 (1971) (addressing an exception to vaccination for objectors who subscribed to the beliefs of “a recognized church or religious denomination” and thus gave preferential treatment to recognized religions).

Florida has enacted a provision to address prevention of communicable diseases such as by vaccination programs. § 381.003(1), Fla. Stat. Under such programs, vaccines could be used to treat individuals during a pandemic. As with all mandatory vaccination schemes, an exception for public health is required in such a program even though none is specifically codified in section 381.003. See Jacobson, 197 U.S. 11. However, section 381.003, Florida Statutes, is not likely to be the source of any vaccination or treatment program in a pandemic because a pandemic would likely qualify as a public health emergency under section 381.00315, Florida Statutes.

During a public health emergency, section 381.00315(1)(b)4., Florida Statutes, permits the state health officer to order examination, testing, treatment, or vaccination of individuals. If individuals so ordered do not comply, “for reasons of health, religion, or conscience,” the state health officer may also order quarantine. If examination, testing, vaccination, or treatment is ordered, it must be performed by a “qualified person authorized by the state health officer.” § 381.00315(1)(b)4., Fla. Stat. Pursuant to section 381.00315(1)(b)4.b., any individual who “poses a danger to the public health” that cannot be quarantined by any “practical method” may be vaccinated or treated by the state health officer “us[ing] any means necessary.” Despite the extremely liberal language of this subsection, the state health officer should presumably be bound to some standard of reasonableness. Finally, any order given by the state health officer “to effectuate [section 381.00315(1)(b)4.] shall be immediately enforceable by a law enforcement officer…” Id.

In summary, Florida presently has the necessary statutes to effectuate a mandatory vaccination program during a public health emergency. In the event a pandemic does not qualify as a public health emergency (although it likely would), or in the event the state seeks an alternative statutory basis for vaccinations, section 381.003(1) provides some such basis.
