Rep. Frank seeks compromise on Fed audit bill

WASHINGTON (Reuters) - Rep. Barney Frank, the chairman of the U.S. House of Representatives Financial Services Committee, hopes to craft a compromise bill with lawmakers who want to open Federal Reserve monetary policy decisions to audits, a spokesman for Frank said on Saturday.
A bill sponsored by Texas Republican Rep. Ron Paul that would allow the Government Accountability Office, a federal watchdog agency, to audit Fed interest-rate decisions has won the co-sponsorship of more than half of the House.
Fed Chairman Ben Bernanke has warned the bill would compromise the U.S. central bank's policy-making independence and could undermine financial markets and the economy.
The Financial Times reported on Saturday that Frank hoped to bring forward compromise legislation that would safeguard the Fed's independence, while enhancing transparency and creating checks and balances for the central bank's use of emergency lending powers.
Steven Adamske, a spokesman for Frank, told Reuters the congressman would work with Paul on a compromise bill. He said compromise language had not yet been written and provided no further details. A spokesman for Paul could not be reached.
The Financial Times said Frank told constituents at a recent "town hall" meeting that the House would probably approve legislation in October. "I want to restrict the powers of the Federal Reserve in a number of ways," the paper quoted Frank as saying.

Of course we
would expect this. it is up to We the people to back up the bill WE want. People are ready to stand up to the government and we here should make sure they all noticw what the fed and Frank are trying to do and have everyone stand up and speak up. The time is here for the American people to get serious and be heard. Kick the End the Fed project and settle for nothing less than a full audit and the full bill to be passed! Who says they get to decide. They threaten it will hurt the economy. I say we can prove it will hurt if we don't and already has. Let's see who is right.

Frank is not promoting Ron Paul's cause of liberty. He's following the orders of his superiors. The bill, as it was written and intended, will not see the light of day. It will be twisted, sullied and washed out before it ever comes to a vote.
By the time they are done with it, the bill will be a toothless, worthless piece of crap that RP himself wouldn't support.

Either there is an audit or there isn't. What is there to compromise?

It sounded like both Dr. Paul and Frank we're open to the idea of some sort of delay in the auditing, by say a few months or so, so as not to effect fed decisions as they occur. Is this correct?
If so, would such a change in hr1207 be considered an unacceptable change to the bill? A tolerable compromise to get the bill passed? or possibly a positive addition? Thoughts on this?

Frank is in favor of a delay for that reason. I bet that Dr. Paul will give us a video sometime soon to give us his opinion on just that matter.
In any case, I would think that an audit of this magnitude would take at least weeks, probably months, to be properly conducted and for the results to be compiled and released to Congress. That by itself I think would provide the time lag needed to insulate monetary policy decision-making by the Fed if that is the goal.
What worries me more is this. If we get an audit, since there has been no previous one in 95 years and since there is no comparable financial model, how will Congress and the American people even know if what we are looking at is legit or not? The Fed is against this audit so I hardly expect them to be cooperative in the process. Any Daily Paul CPA's or auditors out there with thoughts on the technical aspects of ensuring a true financial assessment?
