The war on drugs is the failure.

To me this is just growing pains. Marijuana is still illegal for the majority of people and harassment would be being hit time and again for the same allegations. If they mix it up with who they hit and why at least they will catch some illegal operations. The feds have their jobs too. Much like in the Warner Bros. cartoon when the Wile E punches the clock and the sheep dog punches the clock it's work time. The rest of the time everyone is just a squirrel trying to get a nut in this world.

Read the article between the lines, CA law states that dispensaries cannot be "for profit", so the Fed agents claim the target of their raid is "for-profit", putting the burden of proof on the co-op or collective to prove otherwise.
