Remarks on Violent Radicalization & Homegrown Terrorism Prevention Act, HR 1955

Mr. Speaker, I regret that I was unavoidably out of town on October 23, 2007, when a vote was taken on HR 1955, the Violent Radicalization & Homegrown Terrorism Prevention Act. Had I been able to vote, I would have voted against this misguided and dangerous piece of legislation. This legislation focuses the weight of the US government inward toward its own citizens under the guise of protecting us against "violent radicalization."
I would like to note that this legislation was brought to the floor for a vote under suspension of regular order. These so-called "suspension" bills are meant to be non-controversial, thereby negating the need for the more complete and open debate allowed under regular order. It is difficult for me to believe that none of my colleagues in Congress view HR 1955, with its troubling civil liberties implications, as "non-controversial."
There are many causes for concern in HR 1955. The legislation specifically singles out the Internet for "facilitating violent radicalization, ideologically based violence, and the homegrown terrorism process" in the United States. Such language may well be the first step toward US government regulation of what we are allowed to access on the Internet. Are we, for our own good, to be subjected to the kind of governmental control of the Internet that we see in unfree societies? This bill certainly sets us on that course.
This seems to be an unwise and dangerous solution in search of a real problem. Previous acts of ideologically motivated violence, though rare, have been resolved successfully using law enforcement techniques, existing laws against violence, and our court system. Even if there were a surge of "violent radicalization" – a claim for which there is no evidence – there is no reason to believe that our criminal justice system is so flawed and weak as to be incapable of trying and punishing those who perpetrate violent acts.
This legislation will set up a new government bureaucracy to monitor and further study the as-yet undemonstrated pressing problem of homegrown terrorism and radicalization. It will no doubt prove to be another bureaucracy that artificially inflates problems so as to guarantee its future existence and funding. But it may do so at great further expense to our civil liberties. What disturbs me most about this legislation is that it leaves the door wide open for the broadest definition of what constitutes "radicalization." Could otherwise nonviolent anti-tax, anti-war, or anti-abortion groups fall under the watchful eye of this new government commission? Assurances otherwise in this legislation are unconvincing.
In addition, this legislation will create a Department of Homeland Security-established university-based body to further study radicalization and to "contribute to the establishment of training, written materials, information, analytical assistance and professional resources to aid in combating violent radicalization and homegrown terrorism." I wonder whether this is really a legitimate role for institutes of higher learning in a free society.
Legislation such as this demands heavy-handed governmental action against American citizens where no crime has been committed. It is yet another attack on our Constitutionally protected civil liberties. It is my sincere hope that we will reject such approaches to security, which will fail at their stated goal at a great cost to our way of life.

Burger King and The M.J. Morning Show Are Violent Radicals
Owing to the vagueness of S1959, none of us knows what it means. Not the least of us Corporate America nor The Media.
Case in point: Burger King currently airs a tv commercial in which one customer rams another with his car in order to get to the drive-in window quicker. If I were a Commissioner of the newly created S1959 commission on violent radicalization, I'd interpret this mass media demonstration as a thought to promote social change, and based on the Congress' findings, something to be eradicated.
This coming weekend, the M.J. Morning Show, a live radio broadcast in several Florida and Missouri F.C.C. approved markets, will recreate the Burger King car rampage by smashing a van into a lexus at a borrowed Burger King drive-in, with Burger King management's endorsement. The incident will be video and audio taped and placed on the M.J Morning Show website and broadcast on the air Monday, May 14.
If I were a Commissioner of the newly created S1959 commission on violent radicalization, then I'd interpret this mass media demonstration as a thought to promote social change, and based on the Congress' findings, something to be eradicated.
The bill empowers the Department of Unknowable Defense (DUD), otherwise known as DHS, to work with other agencies (e.g., FCC, SEC, ICC) to "eradicate" those who promote violent radicalization by people "born" and "operating" domestically.
Burger King and M.J., you better get your work done before this bill passes!
On second thought, maybe it doesn't matter when you do it because the bill's language doesn't specify whether your harmful acts today will be considered after the bill's signed into law. It's all up to how the Commissioners feel about you, I suppose...

I have been up to my ears in H.R.1955 for the last two days. I literally have to be told to take breaks because I loose track of time. lol
PROBLEM: While HR1955 has indeed passed the House vote with (as I understand it) 404 Y, and only 6 N’s, it has yet to go any further. It has not been voted on by the Senate or reviewed by the President. It is still an extremely dangerous piece of legislature but I hope knowing it’s only in it’s baby phase will give you the little piece of mind it gave me. You can check my info here:

The Bill was amended and is known as S.1959 in the Senate. Very little has happened there too. It was read twice in the Senate but that’s it. No vote was taken. It was referred to the Senate Committee of Homeland Security and Governmental Affairs and has remained there since August of 2007. This should be taken as a sign of hope. We still have time to make our voice heard BEFORE the bill is passed.

As per the little charts on those two websites, it is my conclusion that neither HR1955 nor S1959 are able to be passed without first being voted on by both Congressional parties. To recap:
HR1955: Passed in House but not Senate
S1959: No vote was cast in either House or Senate and is now stuck in Committee of Homeland Security.
SOLUTION: Call your Senators and ask them if they are a part of the Senate Committee of Homeland Security and Governmental Affairs. If they are start emailing/faxing/calling/etc. the crap out of them. to express your opposition to this bill. lol.But remember to be nice. The government are OUR employees but we DON'T HAVE TO BE NASTY to make our voices heard. A true employer who has control of the situation is firm and assertive but never nasty or petty.

I was just talking about this topic to my father this morning. He does not have a computer and he wondered why he has never heard of this.

Keep An Eye On Congress
Even though as American citizens, we should have been keeping an eye on what Congress has been doing all along - which is why we are in the mess we are in now - it behooves all of us, especially in these days running up to the elections to keep an eye on what they are doing in Washington, as Ron Paul has to be on the road all the time.
He missed the vote on HR 1955 much to his dismay because it was rushed through under "suspension of regular order".
I see more of this type of antic coming up along the way as it is clear sailing for this rabid bunch to sneak more through with Dr. No out of the way!
Outside of only 6 people voting No on this sneaky bill that has the potential to remove more of our liberty, I say throw them all out of office as they don't deserve to be called our "servants"!
So, while Dr. Paul is busy running his campaign, we must keep our eyes upon Congress.

I've been waiting for this statement
They rushed the vote through on HR1955 with little or no discussion which is extremely unusual on a bill like this. Isn't it strange that they happened to rush it through when Dr Paul was campaigning? NOT, this is why it happened because they knew he would fight it wholeheartedly. When all of these House members voted it in with an overwhelming majority, which my Senator voted yes, they might have well have burned the Constitution.
The bill is now S1959 in the Senate Committee for Homeland Security. We have to keep a very close eye on it to see if it hits the Senate floor for discussion and a vote. The Senate could very well do the same thing as the House and rush it through without discussion. I've already called my Senators and let them know to kill this bill.

We should start rallying "campaign bombs" or something like that so that whenever a congresscritter puts something like this on the floor they get hammered with letters and emails, and not just from their respective constituents....all of us!!

I'm so glad Ron Paul at least addressed this in Congress after not being able to vote on the House bill.
Upon discovering the House passed this bill over a month ago, I wrote letters to Senators Boxer & Feinstein (here in Cali). In the letters I voiced concern about this bill coming across as "harmless" to the average citizen. In fact, I believe this bill can be used in so many ways to encroach on many of our freedoms due to its vague language, especially as supporters of this "radical" candidate who use the internet to spread word and persuade others to look into the wrong-doings of the powers-that-be. The language in this bill is pretty scary, when you read the whole thing. I can't believe how many members of the House voted yes. It saddens me, but it gives me much more fire in my belly to get our man elected!!!

I hope that I am mistaken, but I think this bill is before the Senate now. It has already gotten through Congress.
Bill is in the Senate
It was introduced by Senator Susan Collins (R-ME) and co-sponsored by Senator Norm Coleman (R-MN) on August 2nd.
HR 1955 was introduced into the House April 19th, so it doesn't look like we have very long to contact our Senators - not that it will do any good.
The only thing we can do is strongly campaign against them when they come up for re-election. With few exceptions, we need to throw these bums out of office.

Ron Paul Needs To Speak Out Publicly
about HR 1955. There has been a complete blackout on this by the corporate controlled media.
Go to any major newspaper and search:
HR 1955 - Zip, Zero Nada
Violent radicalization - you will find violent and radicalization, but not together.
Homegrown terrorism - you will get a bunch of hits, but nothing relating to HR 1955.
The American public would be outraged if they knew about this Bill. Someone needs to shed some sunshine on this legislation and who better than Ron Paul.
Excellent speech
As I've stated in other threads, I have some significant disagreements with Paul on certain domestic issues. But I have to vote for him anyway, and speeches like this explain why. I think the same is true for many of his other supporters.

For one thing it gives RP a chance to explain why he missed the vote. They snuck it in there (shades of 1913).
This bill is major league scary!! And the fact that it receives huge bipartisan support, is double scary.

Homegrown terror is started and funded by congress
Look at all the weapons and wars they fund maybe they should be charged under this new law. It seems fear and violence are the only tactics they know to control the will of the people.
