assuming that you didn't try to include the photo, idbottling.com can provide ~10000 bottles for about $4400 dollars for two-color printing on the label. Their site has four-color printing for about $5600, but the set-up fee for four-color is much higher.
This isn't so expensive in the context of a campaign, I suppose, but my pocketbook would weep.

Bottled water is always a good marketing tool. Offer it free at fairs and rallies. It's great outreach because if used in the correct place people will thank you for it, and if they put it to use you get 10-20 minutes of exposure in the person's hands. No doubt at least a handful of people will be exposed to each one during that period.

Peel off existing label and re apply correct label.
I'm going to investigate the store-brand water at Wal-Mart today! All that needs to happen is someone with the required artistic talent needs to come up with a fun label for us, and this can take off like the rEVOLution signs did at no cost to the campaign. :)
