15% of Iowa Counties still have not Certified final Iowa Caucus Results.Until the counties books are closed out and certified the results can be significantly amended without penalty. Marion County has only reported 41% of its precincts. Many other counties have more than 10% of their precincts unaccounted.

Why can't they close out the books? Until the books are closed and certified, the 15 counties can correct "errors" in any precinct since they have not closed out the county by "certification."
Certify the books! This is either gross incompetence or some type of impropriety. It needs resolution.

To answer the question what happened to those 65 precincts:
I spoke with Chad Olsen from the Republican Party of Iowa at length yesterday. I have three pages of notes, but haven't posted a story on it yet because I'm following up on several items emailed to me.
Basically, Olsen said that the missing precincts were because no one showed up. They have volunteers and the volunteers didn't know they had to report back with something if no one showed up. They were working all day trying to track the volunteers down. Some were at work so they couldn't get them until evening.
This explains one item from my emailed reports --in some locations when counties went from, say, 90% in to 100% in the vote total remained the same.
Except I now do have a screen shot from one of counties with missing precincts which has vote totals moving around, some up, some down.
I've also pulled those Democratic Party time slice files into a database so I can put them up against each other for a quick look. I am not quick with that, and it took me a little while to have a "duh" moment and realize how to do it.
As for the Giuliani wandering votes, as mentioned before the Republican Party stated that in Linn County someone had keyed in "3333" instead of "3" and it was a correction.
It is true, as one of our alert participants point out last night, that 3333 minus 3 = a difference of 3330 votes, not the number of votes that fluctuated. However, the overall number of votes had also changed and since they did not release precinct results timely, there was no way to see whether the 3333 explanation matched the data or not.

What about Keyes votes that Keyes website states were not reported? Remember, Keyes pulled about 14% of the vote in 2000. Likely he still has a following there.
If his votes we not reported and all votes were reconciled to candidates. Whose name was Keyes votes reconciled? I would bet he received no less than 3000 votes in that he received over 12,000 in 2000.
Is there a list of results county by county and precinct by precinct? Every campaign should be able to witness the vote count in each precinct. They should then be able to later go and verify this with the State Compilation that has a breakdown, County By county. Each county should be broken down precinct by precinct.
If the Republicans of Iowa are under scrutiny it is their own doing and they are to blame. If the Average Joe can take a 75 golf teams in the average weekend golf tournament and openly track their scores on the board, certainly the Iowa Republican Party could have been as competent to provide an open review of the results.

Is there a link that shows the breakdown for each county precinct by precinct?
As far as I know, there was not a person present to verify the county compilation.
The only verification that I know of was precinct by precinct. We had people present to inspect the vote count at the precinct.
Then they verified the number of votes present in the bag against the number of voters given ballots.
Now, if we look at a county total, how can we confirm the correct number was reported from each precinct?
The Liberty numbers are pretty much the same.

Based on the fact that, other than in Jefferson County, Ron Paul received, fairly consistently, 8-14% of the vote, counting these remaining 5% of precincts is very unlikely to change the outcome of the tally.

the "official" campaign doing about this? What about the Meet-Ups in Iowa doing about this issue. How long does it takes to count a couple of pieces of paper?

Vote issue solved
Basically simple approach to the problem. Will take manpower.
We need to be "in the faces" of the people who are responsible for the vote counting and reporting. I don't mean hassle them or show any disrespect at all. I mean this is our country and those are our votes and we will insist that they are reported correctly.
I don't see why this is so hard to "get?" Why are we talking about this sh%$ now?
IT IS TOO LATE FOR IOWA. I will be at my polling place and I will look each of the vote counters in the eye and say who I am. I will know their names and addresses and that is it. If one of them is going to cheat they are going to afraid of getting caught. Right now NOBODY IS AFRAID OF GETTING CAUGHT.
That is all you need to do. The guy who called in the vote for the precinct in Iowa needs to be afraid of getting "caught." He needs to be afraid of being in the newspaper. He needs to be afraid of his neighbors knowing that he is a "cheater." He needs to be afraid he will lose his regular job, his house, his car, his wife.........HE NEEDS TO KNOW THAT HE WILL FACE CHARGES OF FRAUD THAT WILL DESTROY HIS LIFE.
In the meantime, we need to crash on all the state GOP'S and the people responsible for counting and reporting in each of our communities.

I suggest the following. A list of the names and addresses of the people in each state responsible for counting the vote and for reporting the count. It is a lot of people, but, IF THEY KNOW THAT THE RON PAUL PEOPLE ARE GOING TO BE ON THEIR CASE...odds are higher they will behave.
Remember, the choice to cheat is a personal one. So and so in some county is "instructed" to BS the count. He doesn't have to do it you know, If I am aware of who he is and am watching we increase his odds of honesty.
Stick with human nature. They are already anxious about cheating and getting caught. What if they are doubly anxious that we are watching them and KNOW WHO THEY ARE and are reminded that they could get arrested and arraigned on charges of fraud!.

I predict that the totals are there, and that Dr. Paul did better than expected. They are going to hold these numbers until after the New Hampshire primaries in hopes the 10% finish will turn off some voters that were waiting to see if voting for him would be throwing away their vote.The issue here is vote supression and I cry foul, as these people should have had the totals in by the following day at the latest! I bet they show him with a much higher percentage when the count is complete and the NH primaries are over, you can just feel it with media blackout, they are corp. hacks trying to damamge the campaign and if something is not done fast to reconcile these votes they may very well achieve their goal. I seriously doubt for fear of jail time they will; in the end, broadcast fake numbers, btu the damage of this will already be felt in NH. I had copied the totals of the results at 95% reporting, and am anxious to compare them to the final to make sure that there is not a loss of votes in any one county...

I hope that some people have watched and recorded that site along the modifications they had done. I am sure that they put in an algorithem that took away the votes from Hunter and Giuliani and added them to Mc Cain and Thompson so that RP would not get over 10%.
Right now already if you total it up at 98% he cannot reach those two any more even if 100% of the 2% missing votes would be attributed to him.
Hopefully the people from votewatch have done their homework and file a lawsuit.

It isn't even a skillful magic show.
The Republican caucuses usually take only half as long as the Democratic caucuses, due to simpler procedures. Yet the Republicans are lagging behind the Democrats now by over TEN HOURS in having all their results in. Results delays are a red flag.
Alert CSPAN watchers caught TV screen shots of Giuliani vote totals going down by a couple thousand votes midstream in, I believe it was, Linn County. That needs a confirm; screen shot images were posted on various blogs, but if anyone recorded the coverage and can corroborate those screen shots, please let us know.
As many of us know, vote totals that go DOWN during the middle of the count can be an error, but also can signal an election theft tactic whereby votes from a candidate finishing very low in the pack are skimmed off and given to a favored candidate higher in the pack. If corroborated, the vote total shift will be another red flag.
And with the Republican race, I wouldn't look first at fraud in the number one position. I'd look for it in the area of repositioning candidates in the second through sixth spot.
- The delay in results is a red flag.
- The vote totals going down during the count is a red flag.
- The failure to release county results in live time, as promised in a Republican Party press release on Jan. 2, is a red flag.
- The failure to release precinct totals at all is a corrupt procedure. Note that the day before the caucuses, after much pressure, the Republicans did (belatedly) promise to release the precinct results on election night. They didn't.
In addition: I'm trying to get information on whether the public was kicked out of the room during hand counting in all locations, or just some.
I will be publishing some reports by caucus attendees in the "Front Lines" section later today.
There is absolutely no reason to consider any of the Republican caucus results to be credible.
I'm not saying they are wrong, I am saying the breakdown in checks and balances was stunning enough to call it not a magic show, but a bad magic show.

The online election results are provided by an Illinois firm called Election Mall Technologies. The Illinois secretary of state site corporations Web site shows that this firm has had its corporate standing involuntarily dissolved, which usually means "papers weren't filed on time." Not a big deal, normally, but interesting in light of the fact that it had its corporate standing revoked and not reinstated a few years earlier. It reincorporated under another name.
Below are the reported Iowa results missing 65 precincts, as of 10:42 am central time Jan 4. Below that I will post screen shots of the online results provider, Election Mall Technologies. By the way, one of the key people listed with Election Mall Technologies is Democratic Party strategist Joe Trippi.

How large are the precincts?
Also, as noted above, this allows 15 counties to leave their books open. To me this is significant. Can every county correct errors in any precinct since they have not closed out the county?

I had believed that Liberty Broadcast Network was supposed to independently monitor the entire election, but they only have 61% monitored at this point, and their vote totals differ drastically from those reported on CNN.

One interesting thing I found is a couple counties next to counties where Paul did quite well are the counties with the least reporting. For instance, Fayette County only has 48% of precincts reporting, and is next to Allamakee County where Paul had 21% of the vote. Marion County only has 35% reporting and is next to Jasper where RP is only 30 votes away from McCain (and Jasper is stuck at 51%). There probably is not a correlation, but it is interesting.

I received a form to fill out from the RP Campaign HQ
This form asked to report the vote totals for all candidates for all the precincts at you particular caucus location.
Ron Paul Supporters in Jackson County were given this document or it was emailed to them asking them to do the same from our Meetup group.
I nominated myself to be the Secretary for our precinct so I could be the one to tally our vote totals for precinct 5. I then took our vote results that we had to record on the provided vote tally sheet from the central commitee to the County Secretary. I then waited for all the rest of the precincts to hand in their vote tally sheet totals to the county Secretary. I asked her if I could copy those results to pass along to the Ron Paul Campaign. She said yes. So I did. I was able to copy the votes for each candidate in the race as they were reported from the precinct tables. No middle men in between the table vote and what I sent to the capaign headquarters. I then called in and reported to the Ron Paul Campaign the exact tallies from each precinct. So I feel very Confident that the Ron Paul Campaign got accurate information from caucus location. They should be able to use those reports to compare to the numbers that get reported by the central commitee chairmen and secretaries from each county. the vote totals were also being photographed by several folks.

this makes me so angry. I hope your friend can re-call the exact total of votes for Ron Paul and the others too. There have got to be at least 2 or 3 witnesses. If what you have reported is true this is enough for a recount to be demanded and given.

I want Ron Paul to raise the question tonight with Bill Moyers that 'WHY has the last 4 precincts taken so long to count?'
I also hopes he mentions that McCain and Thompson both did not win any counties and that he did.

It's not 4 precincts, it's 65 precincts (actually 3.6% of precincts in Iowa).

Iowa GOP
The website for the Iowa GOP is www.iowagop.net and they have good breakdowns of the counts. They also have contact information for all the county officials. Has anyone contacted these county officials, like Marion, etc?
Marion County?
I am so frustrated. Politico changed it's map, so I can't seem to scroll over counties anymore. They make it look complete. The Des Moines Register one still shows that counting is incomplete. Why do they have no counts at all from certain parts of Marion county? Does anyone have any info on why they don't have counts from certain precincts? Is this really how they do it? What a sham!
