Audio engineer explains
I'm a professional audio engineer. I record music, and have done sound design and recorded voiceovers for cable TV. I watched/listened to this clip at least a dozen times, and watched the whole debate live, just after a recording session and dinner. Let me explain the possibilities.
If he was wearing an ear piece and was being fed the lines, then his microphones level would have to be so high that two things would go wrong. First, the background noise would probably have been much louder than the ear piece, and what we could hear from that would have been of very low, indiscernible quality, Second, when he spoke, the levels would have been so high, that there would have been massive distortion, and possible speaker damage. Obviously he wasn't 20 times louder than he was supposed to be, so we can discount that the mic picked up his feed.
There is the nefarious possibility, however slim, that he was being fed, and via the official CNBC CFR channels. What we heard was his feed accidentally routed the wrong way, into the main output we heard, as well as into his ear-piece. A maladjusted aux send might have done this. This is, of course, very unlikely. If CNBC were going to try stuff like this, I'm sure they wouldn't have had such a loser sound guy, and probably would have used completely separate systems.
Come to think of it though, they had lapel mics as well as podium mics. The lapel mic would have been wireless, of course. A feed would have been too. There are set frequencies on these, like channels that can be chosen for different signals, to avoid interference, or crosstalk. It's possible that the frequency for the feed somehow drifted to another frequency, though I never heard of that. The oscillator crystal could have had an issue, I don't know. Interference happens. Watch the Jimi Hendrix live at Monterey. He's playing Machine Gun, and you can hear a security guard's radio for a minute. (Actually, I was just playing drums on that song the other day! You can jam out on that FOREVER!) Again, it's REALLY REALLY unlikely that they would have used a sound guy and equipment for this that would have allowed for such an error for such a sensitive task.
I noticed other sound problems with the show, mainly too much auditorium sound. The Florida guy asking questions once, you could only hear the auditorium mic picking up the hand held mic's amplification in the room, and not the direct signal of the mic. This happened with Ron Paul once too, though it was corrected part-way through his response.
The most likely scenario by far, is that another moderator simply stated "he raised taxes" to clarify the question, or a bit less likely, another participant muttering it to themselves in recollection. All the while they had a lazy sound engineer, or gunk in the mixer.
It's all very interesting, but we don't need to be wasting our time on this. But keep on the prowl!

It sounds to me like it was Williams. Either way, someone was trying to help him out, which is NOT RIGHT. Russert's question was a "gotcha" attempt because raising taxes is what Reagan actually did to fix the problem and Russert intentionally did not specify. Someone is telling Romney "he raised taxes."

Sound Reverberation
There is a thing called reverb aka short for sound reverberation. A simple way to describe reverb it's that it's a varying form of an echo. In this case a very short and faded echo since it's in a large spacious hall filled with people among other items that actually absorb the sound rather than bounce it back. If you listen closely you will hear the "whisper" reverb back over the sound system for all to hear.
Meaning....everyone in the audience heard it too.
It was not someone speaking from outside the closed hardwired system or from a reporter inside a van or something like that. It was from someone that had an open microphone inside the debate.

I thought I was crazy for hearing that.
now that everyone else seems to of heard it, I don't feel crazy. I forgot about it until I read this. I did tivo this, and I am so going back to watch it and figure it out. At least what I think it might be. I am a recording arts major so I might be able to figure out if it is from a mic or a secret ear piece. Actually I don't think my major will help, but it is worth looking back at. Oh yeah, to me it sounded like a womans voice.

definitely NOT an ear piece
There is no way for the whisper to be coming from an ear piece.
The microphones are hardwired and will not allow for a wireless transmission to be broadcast on it. If it actually was a wireless communication it would have sounded like a hum or static noise and definitely not an entire clearly audible vocal statement.
Also, on the reverse side, if it is said that the sound was being transmitted from an ear piece to the microphone... at that volume it would have literally blown out Romney's eardrum as well. I can't even believe anyone could make such an assumption without knowing how audio systems work.
It was obviously one of the other candidates whispering into their mic. For the sake of argument It could also be said, yes, that it could have come from one of the moderators. Anyone with an open microphone could have said it. Since it was only broadcast on msnbc (they had the only camera angle) we can't see who said it since the camera was zoomed in on Romney's face at the time.
As to who actually said it I'll leave that up to someone else with more time on their hands to figure out. You could figure it out by doing a vocal spectrum analysis without much work. I seriously doubt it's worth it for such a small question without any major conspiratorial implications.

I have heard radio transmissions come across on electric guitar speakers and even electric doorbells. A wireless ear plug uses radio frequencies so that could happen.

the only person's microphone that was live at the moment was Tim's. So it HAD to be Williams whispering. If you'll notice, his hand also points to something on the side of the screen likes he calling Russert's attention to something.

It was Brian Williams reminding Tim Russert to say more about the issue (I think it was to say something about cutting taxes). If you'll notice, Russert then added more to his question. Campaigns were sending in reports to talk about through the debate and I think Brian was helping get the point of the article/question across to Russert.

Romney fed answers
MSNBC took out the whisper-to-Romney, "raise taxes", on the 9pm west coast re-broadcast -- I rewound twice to be sure. I clearly heard it during the 1st airing & it's obviously on YouTube, re-posted on LibertyPost.org. People need to push MSNBC to release a statement/explanation as to whose voice that was and why they edited out of the re-broadcast.
People are discussing the whisper on Yahoo Answers, also as well as on msnbc's blog, although the link to the latter comment was mysteriously down/unable-to-be accessed the second time I tried it. I'm not usually one for conspiracy theories but something is definitely not kosher with this.

I think it was a cue for Russert, who hadn't read the entire
question to Romney. I have it DVRd. Here's what they said:
Russert: "Governor Romney, you are a big fan of Ronald Reagan. Will you do for Social Security what Ronald Reagan did in 1983?"
Whispered voice off camera, not Romney or Russert: "Raised taxes."
Romney: "I'm not going to raise taxes. What I'm going to do . . ." (cut off by Russert).
Russert: "Well, Ronald Reagan raised the payroll tax and he also raised the retirement age, and he saved Social Security with Alan Greenspan and Tip O'Neill and Bob Dole and Pat Moynihan. Would you do what Ronald Reagan did."
Romney: "No, I don't want to raise taxes. I've pointed out the four ways to solve the shortfall in Social Security . . " Blah, blah, blah.

You're probably right -- it may indeed have been Brian Williams cueing Russert to complete the question. However, it sure would be nice if MSNBC would put out an official explanation. But I doubt they'll do so given that they edited out the whisper in their re-broadcast...they probably just want to cover up their mistake. I think their election coverage so far has been pretty sloppy, bordering on irresponsible (e.g, when hyping their favorite topic of Clintons vs. Obama & the race issue; or when they were laughing over McCain's NH victory speech; not to mention their dismissiveness re: Ron Paul's & Kucinich's candidacies).

Don't think it was an earpiece or anything... it sounds like another candidate or pundit said it in their microphone. Perhaps the other pundit said "raised taxes" to clarify the question. It is definitely not bleed from an ear piece into Romney's mic. I am an audio engineer and it sounds like someone talked into a mic which was being fed into the TV feed i.e. from another candidate or a pundit... It is very strange indeed!!!

Question misread by Russert?
That sounded too quick to be an uninformed advisor. It seemed more like Tim Russerts original question was "Will you do what Ronald Reagan did, raise taxes". And someone finished the question from a sheet of questions in hand as it was meant to be read. I doubt anyone sitting on either side of Russert would be so intent on ensuring that his question would be read correctly- so Im left to speculate that someone in Romney's camp had a list of the questions. If Romney had them yesterday he would KNOW and have practiced that answer- so I bet someone slipped Romneys camp the questions right before the debate. Whether thats a behind the scene accepted fact that is secret but normal or if there was some inside shady business is the question in my mind.

Also, I believe the "trick" part of that gasbag Russert's question was that Reagan raised taxes. To me, I hear the whisperer saying "raise taxes" as if he knew the answer to the trick. But Romney instead responds "I would not raise taxes". So, it's the opposite answer from the whisper. Hence, I agree with you on further listening, Rich, that somebody else's microphone was not potted down all the way.
Still, it is very weird and MSNBC, I believe, owes the audience an explanation.
