This actually isn't such a bad idea, but like every good idea, politicians can't execute. I think everyone should be required to join the State Militia. This way we would have 50 different militias under 50 different state governments. In this way, there will never be a police nation because the states would never allow it.
Now the issue of intent, the fact that there actually is a bill that has been written on this is insane.
The government should never "require" anything of it's citizens. The flipside of any kind of [mandate] is, "or else". Or else what??? Huh... yeah...just think on that for a while. I think what happens to be now is private citizens cannot actively operate their own militias with full disclosure.
IMO the capacity of militias should be private in ownership and open to public scrutiny. Organized much like a union. There may be union voted stipulations for membership. You may need to contribute your hard earned money to cover the cost of operation and sacrifice your own time to participate in training activities.

Militia personel should be able to help their neighbors in times of crissis or natural disaster and become active whenever the need arrises without government interferance. If there is a dispute between local government and the militia. The militia should be able to force local law enforcement to do it's duty to citizens, which consists of citizens. Effectively outranking local governments power over law enforcement.
The state militias were defeated by the feds in the 1860s, and JFK nationalized the Arkansas guard in the 1960's. Our freedom depends on private arms, not on participation in public organizations.
My father-in-law is from Switzerland, and he tells me that every man's mandatory one year service stint consists of four months of boot camp (not sure at what age), followed by three week stints once a year until age 32, then yearly two week stints until 42. This totals up to one year of service. Each man keeps his uniform, firearms, rifle, etc. in his house, and if needed the whole armed force can be mobilized in one hour, whether for a national emergency or war (like that ever happens...).
