Twenty-two Massachusetts Delegates Up for Grab!
Romney's withdrawal has left the 22 delegates he won in Massachusetts 'unpledged' to any candidate.
The "Massachusetts Republican Party Plan for the Selection of Delgates to the Minneapolis 2008 Convention " reads as follows:
Sec. 4.14
"......If the winning Republican candidate for president dies, withdraws or changes his party registration before delegates and alternate delegates pledged to him have been elected, the delegates and alternate delegates, if any, that would otherwise have been allocated as pledged to such candidate shall be deemed unpledged delegates and so allocated by the Allocation Comittee..."
Just as in Michigan with 45 (24 for Romney?) delegates we have a second bite at the apple-an excellent opportunity to win nominating convention delegates for Ron Paul.

Any - hoo, has anyone heard if there is going to be any kind of a turnout for the caucuses? Using the revolutionary war imagery that is so prevalant here, I have the feeling that going to the caucuses trying to scoff delegates will be a lot like the original patriots heading off to Lexigton Green to take on those redcoats, armed with paper clips and elastic bands ... lol
Should be fun anyhow ... curse their chosen candidate.

State by state
I agree with the John Flynn below ("I think it may be a State by State basis").
Each state Republican committee makes its own rules, which in Massachusetts had to be established by Sept. of last year. There is also the referenced state laws/statutes which call for delegates pledged to a candidate to vote for that candidate on the first ballot of the convention. The rule about 'withdrawing' changes the game here in Massachusetts.
There is also the 'Call for the National Convention' by the National Republican Committee. Pay particular note to Rule No. 38 prohibiting use of the 'Unit Rule' at the convention.

I have not seen anything by the Romney campaign that uses the word 'Suspended'. Time magazine said he was 'Withdrawing'

At the National Convention if Romney is nominated then there
*may* be a vote for him on the first ballot. Not at all likely that it will be more than a pro forma vote so that any delgates that fall under the 'first vote rule' in their particular state will then be released to vote for another candidate.

Get the lists of delegates. Should be available from your county chairperson. Court them as your new prospect to help save America and the Constitution. Most of them voted for Romney because they can't stand McCain. They still have a real choice with their votes. Use all available resources but don't overwhelm them. Just let them know that they were right in not voting for McCain.

There are no delegates (that is 'real' people) yet in Massachusetts. Hence no 'list'. On April 5 we will elect them in our 10 congressional districts ...

thanks for the MA law...we are still seeking full legal info. on what happens to Romney's delegates. Press has given much conflicting information.
One article (can't trust press) said when republican 'suspends' it reverts back to states to decide what happens to delegates. Thus, your MA citation may be correct above. The article pointed out too, that dems/republican have different rules when candidates suspend.

I wrote and encouraged HQ to research and issue reliable info on this matter through a press release...but nothing last I checked.
If each state, in fact, decides...it would be heck of a mess to figure out.
But...we need to know for planning.
I still encourage all to write to HQ...or maybe your state GOP to get us some accurate info. on Romney's 'suspend'---which is NOT dropping out--to learn what happens to Romney's delegates. About 294 of them, I think.

that 294 I think is from MSM estimates,
which don't give RP some of the delegates, such as in NV, and credit Romney with too many. I think it's probably 200 - 250. In any event, though, there are 200+ delegates which are probably up for grabs. I would imagine that most state GOP orgs would have some provision for simply having their delegates elected by the State convention in this situation, which is why it is criticially important to get involved in the County Committee and get elected to your Congressional District and then State Conventions. Even if you don't get to be a National Convention delegate, you may be in a position to elect those delegates. Each State coordinator or meetup group needs to come up with some way of communicating privately with State and CD delegates about who is an RP delegate they can vote on. Some of our people may be running as MCcain or Huck delegates and we need to know who they are, but at the same time we cannot allow the opposition to know who they are.

While I agree that we could use some accurate info, I dont know as the best course of action would be to openly solicate the state GOP to get that info.
If it turns out that these delagates are now available than it might not be too prudent to advertise our intention to the party organization that to this point has been largely hostile to our efforts.
The only hard info I have regarding Mass. process is that the county caucus date has been moved up to April 5 and those wishing to participate in them should be registered REPUBLICAN (not independant) by this coming Tuesday.

This is no big thing to do. What I do, to be certain, is go to your town (city) clerk in person by close of business on the 13th. Ask for a party designation change form. They are little index card sized things they have behind the desk. It takes 10 seconds to fill one out. Fill it out while you are in the office and hand it back to the clerk. She will stamp it as being recieved by such and such time and you are golden for the caucuses ...
PS ... This is something we can talk democrats into doing also ... They have already voted so their designation doesnt mean anything to them at this point. They can always switch their designation back after the caucus if they so please. Its a chance for them to be heard twice ...

It would be surprising if both McCain and Huckabee are not planning to organize for the caucuses to seize the 'unpledged' delegates...It is not a secret...Our task is to organize and get as many Republican Ron Paul supporters there as possible....
In Massachusetts the caucues are not organized by county but by congressional district.

Which means he is simply no longer "actively campaigning" -- his name will still be on all of the ballots in the states that he has already qualified for ballot access on.
And you can guarantee that they WILL "split legal hairs" on this issue, and will come down stating that since he never "withdrew" his delegates ARE still pledged.

I think it may be a State by State basis.
Each GOP State Committee is like a separate party entity that does not answer to the National Party legally. They make their own rules and there will probably be some diversity in how these delegates are chosen from state to state and how Romney's will be apportioned. Essentially, ata State Convention all bets are off and the delegates to the State Convention can choose to make a motion for anything and if the motion passes then it changes party rules. Get a delegate spot to the State Convention (and CD convention if applicable) and brush up on (or learn anew) Roberts Rules of Order. We may have to win this thing State by State and then at St. Paul in September. But, I believe it CAN be done.
