If you watch the New York Times map ( http://politics.nytimes.c... ) it's pretty clear what happened -- Huckabee won the rural areas (smaller, reported first) and McCain won the urban areas (more votes to count, reported later).
When it all started McCain was losing by 500 votes around 15% reporting. I can assure you that as the reports have moved from west to east across the state (rural -> urban) the percentages have changed pretty significantly.

It's possible that the state webmaster isn't the same person as the state vote counter. CNN might be able to call the state GOP and get results, even if the webmaster is still struggling.

This is what happens in VA as of late. The northern Virginia precincts are always the last ones to be reported, and it also happens to be the only real stronghold of liberalism in the state. So, if it is close early, you can almost always count on the more liberal candidate pulling away and making it a blowout by the end of the night. Saw it with Webb/Allen, Kaine/Kilgore, etc. In 2004 it looked like Bush was going to win by 20% in VA, but before it was over with he only won by like 7% if I remember right. McCain will pull away and win easy tonight. I'm disappointed we couldn't get 10% tonight...I did my part.
I've been trying to tell people that perhaps it's better to vote for Huckabee to ensure that McCain doesn't get the delegates and help us get a brokered convention. It would be nice to deprive McCain Virginia's 60 delegates as well as continue to slow down his momentum.
From what I'm seeing on CNN, the race is close enough that our votes would have made the difference.

The more populous DC suburbs in the north and east are leaning hard for McCain and are still reporting. McCain is going to take Virginia with a comfortable margin.

1) The location demographics and
