I have been convinced for many years about the camps, which also exist here in Canada. Around the year 2000 I recall seeing list of camps and maps online. I cannot verify authenticity but I am pleased the story is being investigated.

At that time a story circulated about many thousands of white boxcars being fitted with shackles connected with the UN. There were photographs from the air somewhere in Texas of hundreds of white boxcars claimed to be these cars. Again, I cannot verify the authenticity.
(When people print company names relating to this story I hope they have their facts straight. )

Otherwise, State and/or local inmate labor from off–post corrections facilities is currently excluded from this program."

The word "civilian" doesn't need to be a scary thing. All non-military prisoners are civilian. The guy that went to jail for breaking into my house is a "civilian" prisoner. This sounds like a prisoner work program. I believe most inmates clamor for the chance to work outside and I would suspect it does more for their rehabilitation then being locked up inside.

Also, I lived in New Orleans for 8 years. I'm sure a lot of the people stuck in Superdome would have welcomed trains to take them to refugee camps. I believe the main criticism of FEMA is that they didn't do anything to help (why are we wasting our money on BS programs?). I don't know how many of these trains have shackles (do you have a %?) but I sure as hell wouldn't get in one if some of those NOLA wodies weren't retained.

I agree that the government has too much power, that they are operating without the best interests of the people and that recent events especially the passing of legislation like the Patriot Act and HR 1955 are against everything this country was supposed to stand for.

I don't think that it is a conspiracy though, but instead a failure and a weakness of the American people. Sure there are politicians and corporations that are using this for power grabs and financial gains at the expense of the people. But fundamentally this is what people want.

If we want to change things we need to identify the actual problems. Instead of blaming back room people and deals that may or may not exist we need to educate people and inspire them to protest this crap.

Many lovely islands in the Philippines. Lovely beaches, most people speak English.

Yap Islands are quite nice also, though a bit less civilized. Still, this could be the time to work on your novel, while others are facing electronic fences and lousy food.
