Home Secretary reveals timetable for identity cards

Foreign nationals will be required to obtain national identity cards by providing their biometric details from this year, the Home Secretary has confirmed.

From next year the scheme will extend to British people working in high-risk areas such as airports, said Jacqui Smith, who is today unveiling the latest timetable for the identity card.

From 2010, students and young people will be encouraged to provide their details voluntarily, she told BBC Breakfast, and from 2011 onwards, anyone applying for a passport will be added to the national identity register.

“Increasingly, we need to be able to prove our identity in a whole range of ways: when we’re travelling, when we’re opening a bank account or accessing government services," said Ms Smith.

The controversial ID scheme will eventually see everyone’s personal details stored on a plastic card with a microchip and will cost £5.6 billion over 10 years, according to Government estimates.

Whitehall officials fear that rolling out cards when people renew their ten year passports will be slow, as many people will not be automatically provided with an identity card until 2021 when their travel document expires. So people will be able to apply for a stand alone identity card without seeking a passport, under a plan which the Government hopes will lead to a speedier take up of the cards. The card will be valid for travel within the EU.

Whitehall officials believe that there is a large market for a stand alone identity card - which would be cheaper than paying for a card and passport, but would have the similar effect of getting people’s biometrics onto the national identity register.

Ministers believe this will speed up the issuing of the identity document to British citizens as people will apply before their passport expires.

Meanwhile, foreign nationals living in Britain who boycott the introduction of the biometric identity card later this year could face losing their right to stay under the Government’s plans.

A Home Office consultation paper published last month revealed that those who refuse to make or turn up to an appointment to scan their fingerprints and facial image will face a £250 fine, rising to £1,000 for persistent refusal. Those who fail to tell police if they lose their ID card will face a fine of £125.

Ms Smith will publish further details on the next steps of the ID card roll-out at leading think-tank Demos in central London later today.

DHS wants to make clear that effective May 11, 2008, individuals from States who have not obtained an extension of the compliance date from DHS, or who've not submitted a Compliance Package to DHS under the deadlines provided in this final rule, will not be able to use their State-issued license for federal official purposes, including for identification to board a commercial airplane. Residents of States that do choose to comply, however, through submission of their ompliance Plan or a timely-filed request for an extension, will be able to continue to use their current license to board commercial aircraft (and for other official purposes)through December 1, 2014. Effective December 1, 2014, Federal agencies will refuse to accept non-REAL ID-compliant driver’s licenses from all persons born before December 1, 1964 (i.e. under the age of fifty). Effective December 1, 2017, anyone seeking to use a State-issued driver’s license or identification card for official purpose, including boarding of commercial aircraft, must have a REAL ID-compliant card.

LOL!

I will never, as a sovereign American citizen with a clean record, voluntarily submit to being fingerprinted, much less facially scanned. Or tattooed with a barcode. Or implanted with a chip. They will have to take me at gunpoint, bind and gag me, and force those measures on me like a zoo animal. And then I'll burn off my fingerprints, get plastic surgery, cover the tattoo and gouge out the chip.

It's actually kind of funny that the FEDGOV thinks it has this authority, and that we're all going to cheerfully line up in the cattle chutes. :-D

I've lost the bookmark, but there was a story on BBC.co.uk several months back about a British MP (Member of Parliament) who vowed to never submit to the UK's national ID. I wish I could remember her name....

We get our REAL IDs in May...

After renewing my car registration I asked the employee behind the counter if the REAL ID will be replacing my drivers license or if it was to be used in addition to my Driver's license?

Her response, "In addition to, it will not replace your driver's license"

What does that tell you?

Contact Mark Lerner, donate to his cause. He's been successful in passing legislation denying the Real ID in some states. Contact your local congressman and senator. We got until the end of March, but we need to do this NOW! If every meetup member (107,000) sent Mark $1.00 he could travel to every state in the union.

This is not a long shot, this is a real cause that can be fought by calling your representative and getting people like Mark in your state.
