In Ohio, the McCain ballot access issue was brought to light over five weeks ago.
Many people from the Ohio Meetups flooded the Secretary Of State, Jennifer Brunner, with phone calls and e-mails.
She (actually her drones) ignored the calls, the questions, and danced around the issue for a few days.
Evidently, after much soul searching (sarcasm), she initially came out and said that in order to do a proper investigation of this matter, that she would need a ruling form the FEC before Ohio could do anything.
A few days after that, her office came out with this:
Sir/Madam: Thank you for inquiring about the issue surrounding
Sen. McCain and the federal matching funds program. The office
of the Ohio Secretary of State cannot respond to any questions
regarding this matter. A complaint has been filed by the DNC
with the Federal Elections Commission. At this time, it is out
of our hands.
I checked out the requirements to be on the presidential ballot in Texas. All it requires is the candidate is eligible to hold the office (citizen, 35 years, etc.) and pay $2500.
I asked if he was eligible because of collecting signature or matching funds participation.
"John McCain was on the Texas Republican party primary ballot because he
filed an application and a $2,500 filing fee. It has nothing to do with
signatures or matching funds."

As much as it pains me to verify this fact, McCain is in compliance with the necessary signatures in PA. I verified this personally with the PA Election Commission last week, and I also posted that here as well.

According to Howard Dean he used FEC matching funds authorization " as collateral for a January campaign loan and obtain automatic ballot access in EVERY state."
"Dean said he was filing a complaint with the Federal Election Commission to block McCain from quitting the public financing system, which imposes a spending cap on candidates."
because of a Bush-Senate deadlock over appointing 4 more to the FEC commission overseeing this issue. What CNN does not say is if the only two sitting members can vote without the other 4 every being appointed.
Now that is real inside power politics. For us in the Revolution, learning about these available power plays and sand traps will in the end, mean success or failure.
I don't know about EVERY state. I happen to live in California, and took a few minutes to read the elections section on our Secretary of State's website. In California, and I assume in many other states, the Secretary of State has broad power to put any candidate on the ballot who is "widely recognized" as a candidate. No challenge is going to happen in California, anyway. The Democratic Jackasses are holding off on pushing this particular point forward until they have finally figured out who will receive the Democratic nomination. It is only a matter of time before McCain's "straight-talk express" slams into a wall.
Romney will probably have to jump back into the race, but I believe Ron Paul knows that McCain's antics will cause his elimination at some point. For Ron Paul to stay in the race even when McCain is supposed to be the presumptive nominee because Ron Paul believes the GOP deserves to hear a conservative voice at the convention is only part of the reason. For him to stay on in the face of such adversity, there has to be additional reasoning. That reasoning, I believe, is that Ron knows that McCain is doomed. But for Ron Paul to state that clearly to the public is not to his advantage.
Ron Paul's patient demeanor is an asset that te GOP does not quite understand yet, but will do much good for the party.

It would be great if McCain lost his Ohio delegates and RP got the publicity for winning Ohio, although ALL Ohio delegates are unbound.

your information is correct
McCain filed nomination petitions in PA with signatures exceeding the 2,000 requirement. I confirmed this with the State Dept's. Jonathan Marks.
Ron secured more signatures than McCain and Huckabee combined.
Does That
Mean that Ron Paul will be the only one on the ballot in Kentucky?
