It's a prediction on McCain.

Ron has already been asked whether he'd accept a VP slot from McCain. His reply was to the effect that he believes their political differences are so great that McCain would never ask him, so the question doesn't come up.

(I think he's dead on. Romney, for instance, seems a much more likely choice on McCain's part and there are plenty of others. McCain's age and health means his VP has a significant chance of succeeding him. So don't expect the establishment machine to invite Ron into that slot.)

Just as with the third-party option, Ron is not going to "unload one of his guns" (and load one of his enemies') for free by explicitly saying up front that he will not accept the nomination. Having the option, even if you don't intend to use it, means you can use the implied threat in barganing.

And of course there's always the slim chance that circumstances will change enough to make the formerly-rejected option viable. History is full of wildly improbable situations. Ron has an impeccable record of doing what he promises. Why promise not to seize an unlikely opportunity?
