It would seem that they would want to accept some help in the time of need. But, it would violate their national sovereignty. Perhaps they do not want to feel obligated to other nations in any way.

Boy this deserves some of the excellent discussions that happen here at DP.. As a compassionate human I feel angry that the Myanmar govt is standing in the way of accepting aid to help all those people. However didn't the USA do the same thing when others tried to help with Katrina? I guess as I'm writing this I'm realizing this is why big governments don't work. If it were up to the people of Myanmar, they would accept the help they needed.

The US government loves helping people, just as long as it isn't Americans that they are helping.
