The T. V. is full of crap I seriously suspect. I suspect that their playing with the sound as well, manipulating it in some form. I'm not speaking about this video of yours posted but possibly.
Some sounds just appear to be unnatural. Listen to music a lot 'n you might be more prone to hear this\these unnatural sounds. You say its noise or just noise, I say there is something hiding within the noise. Unnatural!

Video (sight) manipulation may be worse by direct comparison though.

update:

I did find a thing on Pogo Games (online) though, where in their Black Jack game they were injecting a negative thought: "you can't do that". I'd record it, but you know, I just don't know what program to use. It took 2, 000 or more plays at one sitting for it to be heard, then it became clear. African male voice, came from the left speaker into the right.

Been a while since I played the game, seems like it entered when there was applause or when you lost not sure which.

You say that its insignificant, "I doubt it". How many other places is this method being used!

Pay attention to Ron Paul's face starting around 1:13. It gets really bad around 1:17 and then back to normal at 1:19.

I've noticed similar effects (some kind of filter?) on Ron Paul's face on many CNN clips especially around the super Tuesday.
