Yes it may be 15% with 76% reporting, but that's not the whole story. Many of the Ron Paul supporters did not submit their ballots until today because we waited until we knew exactly who to write in for some positions. Mostly pcps but also attorney general.
In Oregon, we do things differently. We vote by mail. We also have voter intent. We also count write ins two days after the election. That means all those Ron Paul numbers you see do NOT include the Ron Paul votes that are on ballots that have write in candidates. All those ballots will not be tallied until Thursday. That 15% number will definitely go up. 17% sounds about right but I would not be at all surprised to see 20% or more.
Today was the deadline for submission. 8PM. That means that all ballots had to be in the election office or library or other designated area by 8PM. The ballots dropped off at libraries would not be counted right away as it takes up to an hour to transport them.
But regardless of when the ballots were recieved, even if it was a week ago, the ballots that contained write ins will not be counted until Thursday. And MANY of those are Ron Paul ballots.

They show, despite McCain's spin doctors' efforts, that he has a very serious problem in GOP-land. Over a fourth made an effort and showed up at the republican primary to register a vote for someone *other* than McCain. That represents a significant percentage of pretty dissatisfied people in the GOP camp.

Portland's east side is a lost cause - too many tattooed lesbian wannabe trendy Obama supporters. The west side (of the Willamette River) is more family oriented. My canvassing experience there yielded very good results.
Regarding our voting practices -- here in Josephine County (southern part of state - Grants Pass area), the votes are counted by machine in the Voting Registrars office by the voting office employees. I called and asked if the public could view the count, was told yes, and THEN was told that there would be ONE democrat and ONE republican allowed to sit in on the count. Was told by the registrar that there was not enough room to allow others in. Since the Registrar's office is in the Court House, I asked why it could not be done in one of the rather large court rooms. I got no answer. Frustrating!
In my little town of less than 3000 people, we had over 60 people at our first meet-up. Seriously, people up here in the great northwest really love Dr. Paul. If a real revolution ever starts, I would not be surprised if the first shot was fired somewhere in Oregon -- bunch of free-thinking, radical, ex-hippie people up here. Not really very amenable to being told what to do and what to think. We have legal assisted suicide, and I see more and more people openly on the street passing a "cigarette" around for all to sample. Lots of rebels up here!
