U.S. Congress could ban speculators from commodities

WASHINGTON: The chairman of a Senate oversight committee has said he is considering legislation to place limits on large institutional investors in commodities markets, which have posted record prices this year in agricultural products and oil.

The legislation would be aimed at speculators and other investors who use commodities as a way to hedge against swings in other investment instruments like stocks and the dollar, said Joseph Lieberman, chairman of the Senate Homeland Security and Government Affairs Committee, at a hearing Tuesday.

Crude oil reached $132.25 a barrel Wednesday, the highest price ever, and it has almost doubled in the past 12 months. Wheat, corn, soybeans and rice have all set record highs this year on the Chicago Board of Trade, spurring food inflation. The Reuters/Jefferies CRB index of 19 commodities surged 31 percent in the year that ended April 30.

"We may need to limit the opportunity people have to maximize their profits because a lot of the rest of us are paying through the nose, including some who can't afford it," said Lieberman, Independent of Connecticut.

The plunging value of the dollar, the U.S. housing crisis and widespread problems in the banking sector have led investors away from traditional instruments and toward commodities, witnesses said.

Should I lay off?

I'm sad too say, he is my CT rep. Yes him and Dodd. :-( I've been on him lately in email(s) though in (See Below) a polite tone. Should I be letting him know what I/we know and getting him too make moves? He almost lost here in CT that why he had too run as an independent. A major contributer too his campaign was Bears Stern, go figure BS gave allot to Dodd as well.

Thank you for writing me to express your concerns about the Violent Radicalization and Homegrown Terrorism Prevention Act of 2007 (S. 1959/H.R. 1955). I appreciate hearing from you and I welcome the opportunity to respond.

As Chairman of the Senate Committee on Homeland Security and Governmental Affairs (HSGAC), I am leading an investigation into the causes of and the threat from homegrown terrorism inspired by violent Islamist extremism and what federal, state, and local governments are doing and need to do to counter and neutralize that threat.

This legislation, which passed the U.S. House of Representatives by a vote of 404-6 in October, would expand upon HSGAC's efforts by creating a bipartisan commission to examine and report upon the facts and causes of violent radicalization and ideologically-based violence. In the final report, the commission would identify its findings and conclusions and then make legislative recommendations for Congress to consider. The legislation also requires the Secretary to ensure that activities to prevent ideologically-based violence and homegrown terrorism do not violate the constitutional rights, civil rights, and civil liberties of U.S. citizens and lawful permanent residents.

Importantly, this legislation does not criminalize anything, does not infringe upon the rights of groups or individuals to protest peacefully, nor does it infringe upon the privacy or civil liberties of the American people. The legislation also directs the U.S. Department of Homeland Security's Civil Rights and Civil Liberties Officer to ensure that the commission's activities do not infringe upon civil liberties.
