CFR and the neocons did it. Was initially meant to be used to justify an invasion of Iran by making it look like terrorism, but at the last minute decided to just do it as a practice run.

I wouldnt be inclined to think "terrorists" if thats what youre getting at- I did on the first day- but no one has even falsely taken responsibility for it (by now the internet would be abuzz with conspiracies and theories). Id be inclined to call it maintennence neglect or whatever- but they really should call it SOMETHING so its less likely to happen again.
