This is a wonderful way that YOU can begin making a direct, helpful, positive change in your town, county, and state! The more this idea spreads across the country, the sooner we may see something like this at the federal level. . .
Work to create CDC's with your local meetup groups as volunteers to round up local political and financial support for this. . .then on

No problem, it's not very well known information as they aren't very savvy on marketing and/or promoting the material, they're more intellectually grounded and localized.

It sounds like a parallel legislature
One inherent danger of small groups that wield so much power is that they can be used to push through agendas that are actually detrimental to freedom. How would you know that the other members of the council weren't stacked to come to a pre-determined conclusion? We already have the pieces we need to make government accountable -- education and involvement.
If citizens believe that someone else is already taking care of the problem (whatever it may be) then apathy is reinforced. If we all feel like we need to attend the local city council meetings and run for office if necessary to be sure that we are properly represented, there will be adequate checks on government.

The groups don't yield "so much power", in fact they wield no real power at all, but if such a thing is done right then they truly are all demographically opposing representatives of the populace, and their consensus is one that is recommended for the rest of the country. . .the results would be discussed by the population at large and so on.

We used to call them
Community Council's and would get together a group of like minded people for a specific issue - sort of like a Master Mind Group.
Many people want to participate but do not know how or where to start.
