WASHINGTON -- The Justice Department is considering letting the FBI investigate Americans without any evidence of wrongdoing, relying instead on a terrorist profile that could single out Muslims, Arabs or other racial and ethnic groups.
urrently, FBI agents need reasons -- such as evidence or allegations that a law probably has been violated -- to investigate citizens and legal residents. The new policy, law enforcement officials say, would let agents open terrorism investigations after mining public records and intelligence to build a profile of traits that, taken together, are deemed suspicious.
Although President George W. Bush has disavowed targeting suspects based on their race or ethnicity, the new rules would let the FBI consider those factors among traits that could trigger a national security investigation.
Among factors that could make someone subject of an investigation is travel to regions of the world known for terrorist activity, access to weapons or military training, along with the person's race or ethnicity. Law enforcement officials say the policy would help them find terrorists before they strike.

It's the classic symptoms of the homicidal megalomaniac psychosis pandemic that is sweeping Wash DC. It's a disease that seems to limited mostly to those who seek money and power in gov't or financial/banking positions, and have an unending desire for ever-increasing quantities of human blood.
And many "carriers" of the disease have caused many state and local gov't personnel to be terminally infected as well. One of the key vectors identified in the transmission of this disease out of the local DC area is called "withholding federal funds until compliance"
One of the interesting things about this disease is that if an infected party resists it or seeks treatment, there is an unexplainable increase in the probability that they will die in an auto or plane accident, or have a sudden heart attack, or commit suicide. This phenomenon, while observed, is not attributed to any other disease, and makes this unique among maladies.
Studies and experiments, unfortunately which always result in debilitation or death of the subjects, are being undertaken on mass scale as we speak. However, none of the people actually exhibiting symptoms are being studied, as they are busy with activites involving global mass genocide...
