This thing doesn't look like it has hair to me...the guy was describing it as looking like it used to have hair but was scalped. What little hair it may have had was probably connective tissue which used to connect it's shell to the body.
And although turtles don't have teeth...they do have sharp bony ridges which are part of their jaw bone.
This thing looks like a turtle I ran over with my car on my driveway a few months ago.
