Sabotaging their APC is a fine idea. I love sabotage!
For instance, when I was attending grad school in Reno I lived in Carson City, which is about 30 miles away and seperated by a long, straight highway in which it was very easy to get going fast on. Unfortunately, the sheriff patrolled this stretch of highway with an airplane - at least they did until some asshole (I can't imagine who) went to the airport at night and burned their plane.
However, I think your plan has one teensy little flaw:
They park their APC in an underground garage at the police station, which is a big concrete building with, like, dozens of cops in it. Unless you're planning an "I'll be back," Terminator-style assault, reaching that APC while it's parked is probably not feasible. (Rolling a 55-gallon drum of ANFO down the ramp into their underground garage won't take out the APC, but it will certainly get their full attention.)
Here's a trick that worked for the South Africans:
Every night there was a curfew at 1700 hours. Anybody caught out at night would be shot on sight. This was not an idle threat: At exactly 1700 hours, the gates of the police station opened and an APC rolled out.
Then, one day, the gates opened and, before the APC could move an inch, a sniper put a bullet through the driver's 2" view port. The gates immediately closed and it was hours later before they got the blood and brains cleaned out of their APC, found another driver and hit the streets.
Finally one patriot...

Thermite burns very hot
but it is hard to ignite. You must put magnesium on top of the thermite and ignite that. You cannot ignite it just by sticking a detonator into a loose pile of the stuff as the guys in the video are shown doing.
Also, you need a spacer between the thermite and the object you are burning through so the thermite has time to begin burning thoroughly before it starts to drip down into its target.
Setting the device on the car's hood served this purpose for these guys. But it's something to remember if you are going to destroy an artillery piece or a tank or something. A large block of steel, especially in cold weather, acts like a heat sink and can extinguish the thermite before it reaches full combustion.

Background on the M113
The M113 went into production in 1960 with a gasoline engine. This was disastrous. The gas tank was on the bottom with almost no armor and just about any explosive down there would set the vehicle on fire. In 1964 they came out with a diesel engine (six cylinder, water-cooled, 212 bhp @ 2800rpm), which was a big improvement. The M113 can be holed with a 12.7 mm (.50 BMG), which is a pea-shooter on a modern battlefield, though somewhat rare in 1964 Vietnam. Expedient ANFO box bombs will flip the vehicle over.
The M113 has a crew of two (commander/gunner and driver) and can carry eleven soldiers. Its only weapon is the Ma Deuce (12.7 mm MG) mounted on top. It carries 2000 rounds of ammunition. In an urban environment where shots can come from any direction, the gunner has almost no protection from snipers. There is a rectangular hatch behind him and the gun itself provides some protection from the front. But, realistically, that’s the vehicle commander and, if he has any sense, he’s going to focus on getting his eleven passengers to their destination rather than on actually shooting anybody himself.
Quite frankly, putting a Ma Deuce on top of an M113 is a bit like putting lipstick on a gorilla. The ammunition is bulky (2000 rounds isn’t much) for use against people and it is ineffective for use against anything but civilian vehicles. No modern military except Norway uses the M113 as a fighting vehicle and the Norwegians don’t arm them with 12.7 mm MGs. Their NM135 has a small turret with a 20mm cannon and a 7.62 mm MG. Their NM142 has two TOW missiles. FYI: Wire-guided missiles like the TOW are ineffective against motorcycles because they are not impact-detonated. They fly over the top of the target and a magnet signals a shaped charge to detonate downwards, but there is not enough iron in a motorcycle to trip the magnet.
The M113 is widely used in support roles where it is not expected to come in direct contact with the enemy. There are many variants: the M106 has a 107mm mortar, the M125 has an 81mm mortar, the M163 has a 20mm Vulcan air defense system, the M548 is a cargo carrier, the M577 is a command post with a higher roof, etc. By 1999 there were over 76,000 M113s and its variants in service and they continue to be built (mostly in Italy) and maintained today. Most are in banana republics, though a few can be found in American sheriff’s departments, where they are used for propaganda purposes. The M113 can be fitted with a dozer blade and used for ramming houses – it is not powerful enough to actually level a house, but a couple of bumps is often enough to convince the residents that it is time to call it quits.
Flat-top, turret-less vehicles were originally designed during WWI for trench warfare. They carried a wooden bridge on top and, when they encountered a trench, the soldiers dismounted, bodily threw their bridge over the trench, drove their vehicle across, tossed the bridge back on top, re-mounted and continued on their merry way. In actual practice, you could probably count on one hand the number of trenches that were breached in this manner. More trenches were breached by the simple expedient of driving into it so one’s comrades could drive over the top of one’s vehicle – also, on could push disabled vehicles into the trench and drive over them.
In my opinion, WWI was the last time that armored personnel carriers were really a good idea. If they had had reliable engines that were powerful enough to consistently propel the vehicles through mud, breaching trenches would have worked. In those days, all soldier’s rifles as well as heavy machine guns like the Maxim were .30-caliber, which could not penetrate steel armor, though they sometimes drove a bolt into the interior of a vehicle. Large, single-shot rifles like the .55 Boys were developed but, with more powerful engines, it was soon possible to carry enough armor to stop any weapon of the time that was capable of engaging a moving vehicle. If the M113 had been available during WWI, it would have turned the tide, even without its Ma Deuce.
But modern battlefields have been littered with the wreckages of APCs. Really, they’re deathtraps. Even if, as civilians, you do not have the means to destroy the vehicles, motorcycle-mounted snipers can run circles around them. If you encounter an M113, just shoot the commander when he sticks his head out of the hatch. The real danger is not the Ma Deuce but the eleven guys inside; so fire from far enough away that you are out of range of the SAW that they will have when they dismount. But beware: The M106 with its 107mm mortar or the M125 with its 81mm mortar are quite dangerous in urban combat. Escaping from shelling is one reason why I recommend motorcycles.
In conclusion, don’t panic because your local sheriff has an M113 with a Ma Deuce on top. When he acquires the variant with a mortar tube, then it’s time to think about panicking.
If I remember correctly
the M-113's armor is mostly a hardened aluminum and My M-1 firing an armor piercing round should be able to go through it and bounce around on the inside a little.

The Barrett 416 is a fine cartridge.
In my opinion, it is a much better chambering for snipers than the .50 BMG, which is used primarily for destroying land mines at relatively close (100 yards or so) distances. Civilians don't have to do that but might, conceivably, want to make 2500-yard shots, which the 416 can do.
However, penetrating an M113 from two miles away is a bit of an exaggeration. All of Federal's 180-grain .30-06 ammunition has 2914 ft-lbs of energy at the muzzle, which is not enough to penetrate the M113, though it is not far off. (Federal ammunition that uses solid brass bullets made by Barnes is comparable in composition to the solid brass bullets made by Barrett.) I do not know exactly what is required, but 3710 ft-lbs of energy seems like a reasonable estimate.
According to Barrett, this is what their 416 cartridge has at 1000 yards.
So yes, Sierra, your 416 Barrett can penetrate an M113 - but only out to 1000 yards, slightly more than half a mile.

Forum sliding? Not to sound paranoid or anything, but I have my suspicions.

Well all I can say is at least it's only a M113...damn things aren't really an APC armor is only 1/2" thick. You can get through it with a 30 cal with the right ammo, and a 50 call will shoot right through it.
Now the fact that he has a M2 is completely ridiculous. And more frightening is that they are seemingly so proud of it in that picture.
I agree with the post below, the M2 is an area weapon, aim at the base of the target and walk it up...I can't think of a single legitamate use for police to have such a weapon. APC you could justify because it is a protective vehicle for say hostage rescue etc.
Negligent discharges...yeah, there is no safety on a Flex M2, only on the M2's for the Abrams tank. 50 cal's have been known to discharge rather easily whenriding under rough terrain. This is why gunners routinely put a spent casing under the butterfly.
All I can say is that if you see that apc with someone on the gun...run rapidly in the other direction, as the guy is just as likely to shoot you as his target, lol.

I guarantee that F-16 you are so worried about will never bomb a target within 600 yards of friendly troops. Do you have any idea how fast those things go?
No pilot in the world is going to risk killing his comrades by targeting insurgents who are hugging them. At 600 mph, his plane can cover that distance in two seconds. Nobody's reflexes are fast enough to hit the "launch" button in that time frame.

That APC is not really much of a threat.
A small group of motorcycle-mounted snipers who have trained with my Sniper Flash Cards could circle around it from 300 to 500 yards away, quickly dismount, shoot at the gunner, re-mount and scram.
With a dozen bikers employing this tactic, I can guarantee that any brownshirt who sticks his head out of the turret for more than five seconds is going to get a haircut.

Actually, the typical sheriff's department can only afford one.
Anyway, it's called a "fight" because both sides get to shoot. I never said that all twelve of my dozen would live to brag of their exploits. Urban combat is a meat grinder. Infantry weapons were designed for much longer distances and they just chew the shit out of each other in a city. Winning is possible - zero casualties is a pipe dream with any tactic.
I'm glad to hear that you are a team leader with the Ma Deuce. If I set three man-sized targets up 120 degrees apart and at unknown ranges between 300 and 500 yards, how long would it take you to hit all three?
The military wouldn't have made you a team leader if you were disdainful of your weapon. That's great - it is a powerful weapon. But it is not a death ray.
I live in Arizona and have friends in the Nat'l Guard who will stage the test that I described above. If you're interested, PM me. I'll bring a stop watch and you bring a lot of ammo and we'll see how long it takes you to hit those three targets.

is once we have all elected enough C4L people to have majority's on city councils and elected a Sheriff that is completely aware and aligned completely with the constitution,fully vetted or known by past performance.
We should then have massive fundraisers,carwashes ect to buy as many of these suckers as we can.I thin think the feds will think twice about coming to your town to arrest some harmless medical marijuana user if the local sheriff has 4 or 5 of these at his disposal.

The problem is demographics.
I live in Maricopa County and, every time Joe Arpaio comes up for election, he wins handily. This is in spite of having killed dozens of people in his jail, having nearly bankrupted the county and being under investigation for multiple counts of corruption.
Why does he win? Because he gets 100% of the vote from Sun City and similar 55+ communities 30 miles from the center of town. Why do they vote for him? Because they're scaaaaarred! What are they scared of? Y- y- y- young people.
This is absurd. Sun City has been essentially crime-free for as long as it has existed. Senile citizens sitting in their living rooms there watching Cops on TV have a better chance of being struck by a meteor than suffering a violent crime. We could put Curious George in the sheriff's office and Sun City would maintain their crime-free streak.
But their TV's tell senile citizens to be scared and they are. So they vote for "America's Toughest Sheriff." And it's going to get worse. There is no need to invoke shadowy and entirely implausable Trilateral-style conspiracies to explain why sheriffs all over America suddenly feel the urge to buy APCs. It's just simple demographics.

What the HELL does a sheriff need an APC and anti-material weaponry for?
This sucks.
Tip: for those who might encounter this thing, or one like it, the tracks, behind the second wheel, are a vulnerability if you need to 'negotiate' with it. It's lightly armored, fairly fast, and amphibious with a full compliment of 11 troops plus a driver.
