Try Peerguardian:

Blocks government, education, spyware, etc. I think they get the list from the Blocklist Manager site, which is British, British people anyway: there program also allows you to make your own lists and use 'em with Peerguardian and some other IP blocking programs.

They trace the IP address, which identifies the carrier

and then they pressure your ISP to give you up.

Nothing on the net is anonymous. NOTHING.

Okay, just wanted to make sure I was clear that NOTHING is anonymous.

Even so-called anonymous proxies keep records and will give you up.

You can use TOR (read the article) for anonimity but it's not 100%.
In the case of proxies for safety you want to jump on one proxy and on another and on another so that there are different proxies between you and the machine you access. That way the obstacle of subpoenas in different country takes all the fight out of the would-be prosecutors.
That said, it is the US govt we're talking about here. They'll get all the records they want.

If you want REAL anonymity you can go to a net cafe, making sure you don't go there more than once, and you should probably change your appearance along the way so cameras can't track you.

But the article was written for a web system not a person.

In the case of a person it's possible to get very anonymous, in the case of a web site it's much harder

What If...

You bought a laptop from someone (for cash)... hooked up your laptop with wi-fi... drove up to a big apartment block... 'borrowed' a wi-fi signal from one of the apartment dwellers (some may call it hacked)... etc, etc. I would call that pretty anonymous. Not that I've done that; just wondering :-)

Nothing, as I said, can make someone completely anonymous.

The U.S. government got Russia to shut down a music site that was completely legal in Russia, you may recall. What Uncle Sam wants, Uncle Sam gets.

TOR is cool, but again, not 100%.

Web cafes are cool, too, but like you say, you'd need to change your appearance every time. Plus it's hard to hide your screen very well, there.

I was wondering how Google works with the Chinese government to censor material on its site.

Do they just block certain keywords/domain names?

And wouldn't it be easy for western governments to do the same?

Absolutely easy.

In China, for example, Google blocks results from all IPs that are based in the Republic of China (Taiwan), and other places deemed to evil for PRC citizens to know about.

They can make certain search keywords direct to official PRC sites, too. So, if you were searching for info on Tiannamen Square in PRC, then the sites that will come up are official government sites.

And yes, it could be done just as easily here.

The governments could direct local ISPs to block certain IPs, domains, or countries.
