"Two branches of the U.S. military are building robots that will not be able to commit war crimes in battle.
The Army and Navy both say that fighting robots are needed to replace human soldiers and sailors, because robots can be programmed to avoid torturing or seeking revenge against subdued enemy combatants. Concern is growing that combat stress in American soldiers is causing an increase in Geneva Conventions violations."

The robot technology of 2000 to 2030 will remain in the realm of disarming IED's, firing ammunition from a semi-moveable platform, gathering intel and lasing targets.

Cause unless you can point me to the part in the official london telegraph that talks about a "Panda" Robot then this is satire. Clearly, officially satire and it's a pernicious type of satire cause it mixes in reality (the link) with lies-Panda Bot.
