Dear R3VOLutionaries,
Soon our State Legislative sessions will begin. The nation is reeling from one assault after another upon our Constitution. In an effort to empower each one of us I would like to share with you the 10th Amendment Resolution that Constitutional advocates are supporting in my state. I encourage you to show this bill to your representatives that may be so inclined and use it to at least begin a dialog now.
This is THE time to raise the issue of sovereignty like never before. If the US government keeps moving along its current path then we must do all we can to see to it that our states take steps to preserve our constitutional guarantees.
Read this article on the 10th Amendment Resolution and then a message from Representative Charles Key and contact your lawmakers about submitting this type of resolution. If you feel unsure about how to approach them then just see to it that they get a copy of HR 1089 and urge them to contact Representative Key, the author of the resolution you see below.
Our visits, calls, letters and faxes and assemblies are some ways to indicate to state legislators the direction in which the wind blows. We are sure that the time has come to redouble our efforts in defending the Constitution in order to protect our Natural and legal Rights.
It is imperative that bring this trend to the attention of our lawmakers and encourage them to do all they can to insulate us from the any further folly by the federal government. I have great faith that this current wave of on-fire Liberty advocates can accomplish this. This belief is rooted in all that I have witnessed personally over the last couple years and cemented by the knowledge that we are complementing the foundation laid by the tireless efforts of Patriots who have labored for years fighting this battle.
I would also like to make you aware of The Constitutional Alliance of which I am proud to say I am a member. This Constitutional Alliance is a coalition of individuals and groups committed to preserving state and national sovereignty, the unalienable rights to life, liberty, and property as pronounced in the Declaration of Independence and protected under the Bill of Rights. Oklahoma legislature sends powerful 10th Amendment message to Washington, D.C.

On June 16, 2008, the Oklahoma legislature passed Joint Resolution 1089 by a margin of 92-3. The resolution, published in its entirety below, calls for the federal government to, effective immediately, cease and desist imposing mandates that supersede its constitutional authority and violate state sovereignty under the 10th Amendment.
The following resolution has been distributed among each of the parties listed per the resolution.
A Joint Resolution claiming sovereignty under the Tenth Amendment to the Constitution of the United States over certain powers; serving notice to the federal government to cease and desist certain mandates; and directing distribution.
WHEREAS, the Tenth Amendment to the Constitution of the United States reads as follows:
"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."; and
WHEREAS, the Tenth Amendment defines the total scope of federal power as being that specifically granted by the Constitution of the United States and no more; and
WHEREAS, the scope of power defined by the Tenth Amendment means that the federal government was created by the states specifically to be an agent of the states; and
WHEREAS, today, in 2008, the states are demonstrably treated as agents of the federal government; and
WHEREAS, many federal mandates are directly in violation of the Tenth Amendment to the Constitution of the United States; and
WHEREAS, the United States Supreme Court has ruled in New York v. United States, 112 S. Ct. 2408 (1992), that Congress may not simply commandeer the legislative and regulatory processes of the states; and
WHEREAS, a number of proposals from previous administrations and some now pending from the present administration and from Congress may further violate the Constitution of the United States.
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES AND THE SENATE OF THE 2ND SESSION OF THE 51ST OKLAHOMA LEGISLATURE:
THAT the State of Oklahoma hereby claims sovereignty under the Tenth Amendment to the Constitution of the United States over all powers not otherwise enumerated and granted to the federal government by the Constitution of the United States.
THAT this serves as Notice and Demand to the federal government, as our agent, to cease and desist, effective immediately, mandates that are beyond the scope of these constitutionally delegated powers.
THAT a copy of this resolution be distributed to the President of the United States, the President of the United States Senate, the Speaker of the United States House of Representatives, the Speaker of the House and the President of the Senate of each state’s legislature of the United States of America, and each member of the Oklahoma Congressional Delegation.

I am honored by your kind words of support and greatly encouraged that you and so many other people all over the country understand that the U.S. Constitution is the supreme law of the land – regardless what the Supreme Court, Congress, or anyone else says or does.
I believe it is very clear that the federal government has gone far beyond its lawful boundaries and needs to be corrected. The problem is is that the US Congress DOES have the power to do wha tthey are doing. The United States is only the NAME of the AGENCY you have correctly referred to. But under the 14th Amendment they STOLE all the State's Citizens. The Agency, the United States, is located in Washington DC, and Congress has the EXCLUSIVE AUTHORITY, under the Constitution, to Legislate for DC. If you are a US Citizen, then you are a Citizen of the AGENCY, not your STATE. All Citizens must abide by the Law of their Nationality, which is US Citizenship. If you live in Oklahoma, you are living in a State FOREIGN to your Nationality. You are therefore a RESIDENT of Oklahoma, and a Citizen of the 10 sq mile area called The United States, which is DC.
Your RESIDENCE is where you live, but it is not your place of Citizenship. You are living in a Foreign State from your place of Citizenship. This is evident in the Expatriation Act passed just days before the 14th Amendment was ratified.
Sec 2 of the Expatriation Act, an Act to allow anyone to chose a different Citizenship from the one they were born with, refers to "FOREIGN STATES", that is to say any state outside the "United States" which is DC. If you are a United States Citizen, then you are in a Foreign State anytime you are outside of DC.
"Sec. 2. And be it further enacted, That all naturalized citizens of the United States, while in foreign states, shall be entitled to, and shall receive from this government, the same protection of persons and prop-erty that is accorded to native-born citizens in like situations and circum-stances."
This all applies to your State Legislators, as State Legislators in all 50 States are REQUIRED by the 14th Amendment to be US Citizens, they cannot be Citizens of their State. So their first Allegiance is to the United States, which is their Nationality, not their State which is a Foreign Land.
So, even if all 50 State Legislatures pass such a bill, the Federal Government will simply reply that they are Legislating within the scope of the Constitution, and they are correct to say so, as,they are Legislating for the 10sq mile area called The United States of America, commonly known as DC, and the Citizens thereof, just as the Constitution tells them to.
If they really want to remove the Jurisdiction of the United States, all they need do is have the State Legislature proclaim that the 14th Amendment was Unlawfully ratified and that Oklahoma is no longer going to abide by this unlawful Amendment and that ALL Oklahoma Residents are to become Oklahoma Citizens under the Jurisdiction of Oklahoma.

The Tenth Amendment-Oklahoma says the "Sooner" the better.
Last June news of the Tenth Amendment Resolution passed overwhelmingly by the Oklahoma house, went viral online, blazing across the Internet passed excitedly from one freedom loving American to another. State Representative Charles Key's robust resolution, intended to remind the federal government of their clearly enumerated powers per the Bill of Rights, captured the interest and goodwill of people across the nation.
It's back and more necessary than ever.
Rep. Key put out a letter Dec. 22, 2008 that states;
"I want to give you an update on the 10th Amendment Resolution. Last year the bill passed the Oklahoma House 92-3. It was not heard in the Senate because the Senate Democrats refused to let it be heard. I have refiled the bill for the upcoming session as HJR 1003."

Charles Key has said "The more we stand by and watch the federal government get involved in areas where it has no legal authority, we kill the Constitution a little at a time. The last few decades, the Constitution has been hanging by a thread."
He's exactly right. The national government has indicated its intent to limit our unalienable rights by strong-arm tactics as illustrated by mandates such as the Real ID Act which would force us to submit to the collection of personal, biometric identifiers. That data is intended to be shared not only on a national level but internationally as well. Now, it looks like they have backup plan cooking, S.717 Identification Security Enhancement Act of 2007. The states can apply for grants on this one is they act like good boys and girls. If the states accept that then they will have sold out our Bill of Rights.
