In the Academy Award winning 1976 film 'Network'.
Finch played a raucous Morton Downey type TV moderator, who the network put on for ratings. As the ratings skyrocketed, they started to get an uneasy feeling as his words started a revolution.
When his words starting taking hold with the viewers, they had him shot on air. Seemed silly then, not so anymore.

Oh, that's TOO FUNNY! Somebody put some effort in that and did a really nice job with it. I especially like the way they make him squint and bare his teeth at the end! LOL.

Well
The d00dz speech didn't fit what Paul would say. Paul knows what to do about it. Also it was kind of creepy the way the teeth looked at the end. I love Ron Paul and I loved Network but this didn't work too well.

As long as it's satire, and as long as it's a public figure... yes indeed. It would be great if someone could make Rudy or Flubber Thompson give a pro-Paul speech and do the voice too.
If it's an obvious parody it should be legal
I think that's the fight Larry Flynt fought: Rev. Jerry Falwell sued after Hustler printed a grotesque cartoon about him and the US Supreme Court upheld Flynt's right to publish it because even though it was gross and untrue, it was an obvious parody. Per the movie "The People vs. Larry Flynt" with Woody Harrelson as Flynt.
Keep in mind this is only my recollection of the Hollywood version. If you're serious about doing something you'd best consult an attorney.
It was about slander and libel
There has to be evidence that the person responsible intended no harm. That is how the tabloids get away with lying about celebs. (and by "friend of a friend" unnamed sources)
