Stop HR 1955 From Becoming Law
On Oct. 23 HR 1955 the "Violent Radicalization and Homegrown Terrorism Prevention Act of 2007" was passed by the House with 404 members voting in favor of this blatantly unconstitutional bill. This bill is essentially a thought crime bill with wording so vague that it could easily be used against any group or person espousing dissenting views from that of the government.
This bill mirrors the comments made by Glenn Beck regarding Ron Paul supporters, and that leads me to believe it is more than just coincidence.
WE MUST NOT LET THIS BILL BECOME LAW!!!
HR 1955 has now been sent to the Senate Committee for Homeland Security and Governmental Affairs for review before going to the Senate floor for vote. Let's contact our committee members and our state Senators via letters, email, and phone calls and let them know that this is unacceptable.
The Committee members are:
Democrats:
Joseph I. Lieberman, Chairman (ID) (CT)
Carl Levin (MI)
Daniel K. Akaka (HI)
Thomas R. Carper (DE)
Mark L. Pryor (AR)
Mary L. Landrieu (LA)
Barack Obama (IL)
Claire McCaskill (MO)
Jon Tester (MT)
Republicans:
Susan M. Collins, Ranking Member (ME)
Ted Stevens (AK)
Geroge V. Voinovich (OH)
Norm Coleman (MN)
Tom Coburn (OK)
Pete V. Domenici (NM)
John Warner (VA)
John E. Sununu (NH)
I am also enclosing a sample letter made by a member of our meetup group that can be used to mail or email the Senators.
If we all come together and do this WE CAN STOP THIS.
Please take the time to do this and please spread this far and wide.

Dear Senator ________,
As you know, "Congress shall make no law . . . abridging the freedom of speech" (Amendment I to the U.S. Constitution). Yet, the House of Representatives has passed HR 1955, which states:
The term `violent radicalization' means the process of adopting or promoting an extremist belief system for the purpose of facilitating ideologically based violence to advance political, religious, or social change.
(HR 1955, emphasis mine)
While violent thoughts, speech, and writings may be anathema, they are clearly protected under United States law. In *Yates v United States*, the court wrote that "advocacy of forcible overthrow of the government" was *protected speech* under the First Amendment.
The court further expanded the protection of the First Amendment in *Texas**v Johnson *, when it noted that "if there is a bedrock principle underlying the First Amendment, it is that government may not prohibit the expression of an idea simply because society finds the idea offensive or disagreeable."
Though its supporters may argue that HR 1955 solely addresses speech meant to directly incite violence (which would not protected under *Schenck v. United States*), this is an inapplicable argument, because HR 1955 oversteps the boundaries of prohibiting inciteful speech and instead prohibits "the adopting . . . a belief system." It is impractical, impossible, and unconstitutional to determine if "an extreme belief system" is explicitly "for the purpose of facilitating . . . violence" and it is further impossible to determine what belief system someone has adopted
There is simply no good way to reliably determine the intent of someone's speech until their intentions become actions. There is no way at all to determine the purpose of someone's adopted system of beliefs. HR 1955 and the commission it would create would encourage law-enforcement agencies around the nation to engage in domestic pre-emptive strikes based on nothing more than assumptions, lies, and flawed intelligence. We do not need to make thoughts and beliefs a crime in order to combat terrorism. Such laws would only drive terrorists further underground, making attacks more likely and America less safe.
We cannot subject our minds to searches for weapons that do not exist. I implore you to vote your oath, uphold the Constitution of the United States of America, and never let HR 1955 become law.
Sincerely,
___________

This is the link that will show you the statis of S 1959 Homegrown Terrorism bill. It shows that it is in the Committee for Homeland Security and the steps that it needs to go through to become law. Also on this link, you can go down and see HR1955 and which Representatives voted for it. (mine did grrrrr and I let him have it!) I believe that Ron Paul was in New Hampshire campaigning when the House voted on it. You will notice that the House of Representatives voted on it with little to NO discussion. Don't we all wonder why. This is a great link for following the process of this horrible piece of legislation.

Strong letter
Calyn's letter above is strong, and I especially respect the references to Yates v United States and Texas v Johnson.
Does anyone else have examples of letters that you sent to your Senators on this issue?
While we hold our Senator's feet to the fire, we could also help put a fire under the butts of our colleagues here on Daily Paul with examples of good letters.
I look forward to reading yours.
YES! I am SO glad this
YES! I am SO glad this issue is being put front and center! I had commented under the heading of the controversial statements made by Mr. Beck and I had referred to this Bill HR 1955 and S 1959, that his bogus statement was probably no coincedence. I have sent an email letter to my Senators throgh this website: http://www.jbs.org/node/6...
click on "take action" and fill out the form and it will be sent to your Senators. I plan to also send a letter "snail mail" as well.
Here is an interesting take on this issue by Devvy Kidd:
http://www.newswithviews....
I thought it chilling for her to say:
"First let's take a look at the definitions of violent radicalization and homegrown terrorism as defined in Section 899A of the bill. The definition of violent radicalization uses vague language to define this term of promoting any belief system that the government considers to be an extremist agenda. Since the bill doesn't specifically define what an extremist belief system is, it is entirely up to the interpretation of the government. Considering how much the government has done to destroy the Constitution they could even define Ron Paul supporters as promoting an extremist belief system. Literally, the government according to this definition can define whatever they want as an extremist belief system. Essentially they have defined violent radicalization as thought crime."
Afterall...
Afterall, we are connected to many people who support 2nd amendment rights, and for a very good reason. And these patriots are quick to point out the reason for the 2nd amendment...to preserve the use of force, if necessary, to protect our individual liberty from tyrannical government.
These statements, including the one I just made now, are subject to the scrutiny outlined in S 1959. They now have computer software to search for statements just like this on online sites just like this.
Acceptable?
I had a long comment, I sure hope it is approved... it was

There is more we can do besides writing to our elected officials... writing and calling them may not be enough! And, so many people do not realize how serious this is.
I sure hope admin is around so they can read and approve my post, it's so terribly urgent. I feel really frustrated. How do I get their attention?
It may never show up here, so I posted a thread

It is all connected with this Bill.
Please, go watch that video and learn how you can do MORE than just write or call your Senators.
We have to make sure everyone sees this thread - read all posts
In the attempt to 'fight for our country' we are being labeled as likely terrorists.
Do you realize this is step number 9. ONE more to go and it will be "The End of America". Step #9 Dissent equals treason! We all know what #10 is right? "Suspend the Rule of Law" and we already know that the stage is set for Martial Law and the Suspension of the Rule of Law.
You all have already seen her lectures and her book, I encourage you to please watch this newer interview with Naomi Wolf. >> http://blip.tv/file/43960... <<

PLEASE watch that interview with Naomi Wolf -- here are some keywords or key points to consider from the Interview.
So for example, tomorrow, voter registration groups could be signing people up in a swing State and Blackwater (or federalized national guard) will be deployed to create martial law - over the objections of the Governor...
She mentions Ron Paul and the legislation he introduced... please watch the video to see her plea. Will this election be meaningless?

If you don't mind my asking
Calyn,
Do you have a copy of the letter you sent to your Senators, if you don't mind my asking? I posted mine below. Actually, it was a little more personal because I referred to a meeting the Senator and I had together.
It's really easy to contact a Senatory with email. I know that some of them respond poorly sometimes, but I also know that we have to do what we can. Perhaps it would help others if they saw how easy it is to craft a polite message to their Senator.
I used the letter at the end
I used the letter at the end of the post above. When I first became aware of this, I asked one of the members of our group who is a writer to make a letter for everyone to use. He came back to me with it in practically no time. I liked it, so I used it, too. I think it is a great letter because it sites actual court cases that support our stand on this issue.
Some say shorter is better, but it can easily be cut down if anyone thinks it is necessary. There are other sample emails listed on this page too that will work just fine. Whether you say it yourself or use someone elses words, the important thing is to let them know that this is not right, and that we ARE paying attention.
I think letters and phone calls are better than emails, they seem to have more impact. But, of course, emails are better than nothing!
Ah! I must be blind
Sorry about that. Thanks for redirecting my eyesight, and thanks for the example of a strong letter.
Fruits of "The Fairness Doctrine"
I was highly suspicious of the type of talk that neo-con radio and TV raised in protest when more "liberal" legislators recently floated the idea of bringing back "The Fairness Doctrine". Requiring radio and TV to present "both sides" of the issue, by some arbitrary government standard, is obviously repugnant to the First Amendment.
What was more subtle, to most of their audiences, was in the way they fixed the boundaries of discussion to only two polar opposite positions. Circling the wagons this way, they hoped to exemplify those who would represent acceptable liberal and conservative opinions, and allow them to define what is worth haggling over "in the middle", and what they hope to label as the outside threat to them both, "the far right or left extremists".
HR1955 attempts to make an actionable crime of reasonable dissent if it crosses into disfavored topics of discussion. By simply finding media spokespeople of "both sides", who are willing to define a person or groups dissent as "extremist", this legislation would allow them to impugn the motives of dissenters as promoting "an extreme belief system", "for the purpose of facilitating . . . violence".
It doesn't take a prophet to see where this would take us. What it does take are statesmen and women to honor their oath of office to stop this, and the voices of their constituents to hold them to it. Reintroducing he Fairness Doctrine would have brought the camels nose into the tent of free-speech, but HR1955 would bring in hoofs, humps, and all.
Where was Ron Paul On HR 1955
Where was Ron Paul On HR 1955
I, one of 37,000 donors, Contributed $100.00 to Ron Paul on the 5th of November. Part of a one day total of $4.3 million. considered the largest sum ever collected online in a single day by a GOP candidate, and I pledge to do the same on December 16th, but, I have one question:
Why did Ron Paul not vote on the HR 1955 Violent Radicalization and Homegrown Terrorism Prevention Act of 2007

Category: News and Politics
What do you think about HR799 and HR1955
Why did Ron Paul not vote on this bill; HR 1955? He should have voted no, he is called Dr. No, and why did he vote against the Kucinich bill hr799(vote yes to table it), to impeach Cheney? It makes no sense, I think Paul COULD BE the right-wing gatekeeper and Kucinich COULD BE the left-wing gatekeeper to herd us radicals into the coral, but, if so, why would Paul miss these two softballs?
The U.S. House of Representatives recently passed HR 1955 titled the Violent Radicalization and Homegrown Terrorism Prevention Act of 2007. This bill allows the government to define any and all crimes including thought crime as violent radicalization and homegrown terrorism. Amazingly, 404 of our elected representatives from both the Democrat and Republican parties voted in favor of this bill. 6 voted against it, 3 dems(Dennis Kucinich) 3 repubs. Ron Paul did not vote.

First of all... you cant be in 2 places at one time. When it comes to 1955, I dont want him to spend his campaign money to have to fly back to D.C. to vote on an item that establishes a committee that clearly had overwhelming support and approval just to have a protest vote? No. We know were he stands on this type of crap.
Ayes: 404 (94%) 219 185 0
Nays: 6 (1%) 3 3 0
No Vote: 22 (5%) 10 12 0
And you want him to waste more money in order to vote on an Impeachment resolution that will cost millions of our dollars and not be even close to being done by the time those two are out of office.
I would prefer he campaign and campaign and campaign.

I had wondered the same
I had wondered the same thing, and I contacted the campaign with that question. I have not as of yet received a response. However, he was scheduled to be in New Hampshire on the 23, and he also did not vote on any other legislation that day, which leads me to believe he was not there. The rules were suspended and they stopped debate on this bill to pass it through quickly, so it is possible that it was not on the schedule to be voted on (not sure exactly how that works). If I hear anything else on this I will let you know.
He was on the campaign
He was on the campaign trail, AFAIK. And besides, have you seen the overwhelming majority by which that monstrosity passed the House? Paul's no vote would have been symbolic only.

In Senate as S1959
I have been watching the progress of this bill since the House passed HR1955 on 10/23/7 and been posting a link here on dailypaul that shows the progress. For some reason, the link showing the progress for S1959 is not showing up. It could be that the bill number was changed or it could be that the website is down for some reason. This is an extremely important bill and needs to be stopped in its track. Thanks Mike for putting this up as a permanent link because everyone needs to be aware and call or write their Senators to vote NO if it comes to the floor for discussion and a vote.

Senator _______,
I would like to learn your thoughts about Senate Bill 1959, the "Violent Radicalization and Homegrown Terrorism Prevention Act of 2007."
So far, I understand that it only seeks to establish a committee to study the problem, but I am alarmed about the language in the bill. It defines violent radicalization as "the process of adopting or promoting an extremist belief system for the purpose of facilitating ideologically based violence to advance political, religious, or social change."
Should the federal government monitor people's ideas about political, religious, and social change?
I look forward to your response, and if I can be of assistance in providing information about this issue to you, please let me know. At this point, my opinion can be clearly stated: if S 1959 makes it to the floor for a vote, I want to see it defeated.
Thank you for your service to _______!

These issues are SO very important.
I regret (and am embarrassed) to say that I am one of those that has sat on the sidelines for 20+ years and not gotten involved. Well, I'm involved now...and working hard to make sure that my friends, family, and neighbors are involved as well.
Our Meet-Up is small but growing with members that want to be alerted when they can do something as simple as a fill-in-the blank email.
Thanks for all of the great info and posts here; I'm new but learning fast.
Why am I not surprised
That fake Republican Susan Collins supports this bill. She's a pro-socialist retard Democrat in disguise, even the county committee meeting I attended agree. They are very angry that she evil got in there representing them.
I could write letters or call her office as much as I want, she doesn't get the message. I got really pissed a few weeks ago when she approved the Portland schools to give out birth control pills to little kids wherein the parents would not be let known if their kids had them.

Claire McCaskill is my Senator in Missouri. When I called her office right after HR1955 was passed in the House and told her my concern, her aid told me that Claire agreed with my position. We know at least one member is against the bill but please still call her office and all of the others. Thanks!
Claire McCaskill
Surprisingly Claire McCaskill has voted the right way on immigration and bills like this. I did not vote for Claire, I am not a Democrat but she actually listens to the voters and votes the way they want her to. I disagree with her on alot, but probably will vote for because so far she has kept her promises.
S1959
Hello, I am also from Missouri. I called the McCaskill office and talked to her aide. HE SAID she hasnt decided on which way to vote on this yet! I said have you read this bill? He said no. I informed him to READ IT! I told him she had better vote NO. I told him DO YOU KNOW HOW EASILY THIS COULD TURN ON THE AMERICAN PEOPLE?? He then asked for my zip code? He said he would pass on this information to McCaskill. I then informed him I was going to spread the word on this Bill to EVERYONE I KNEW. I also told him the American People were watching. I say call em again.

Hopefully they will be able to net violent Pundits like Rush and Bill with this new law.

Resources
Senate Bill 1959 is just about the opposite of Ron Paul's legislation called the American Freedom Agenda Act of 2007.
S 1959 seeks to open a commission to study the threat of homegrown terrorism. That doesn't sound so bad, except for some extra tax dollars that the commission will spend. But wait...what do they mean by "homegrown terrorism?"
In their own words:
"The term `violent radicalization' means the process of adopting or promoting an extremist belief system for the purpose of facilitating ideologically based violence to advance political, religious, or social change."
You might think "violence" is the key word here. No violence planned, nothing to worry about. But how will they know who is planning what?
When you combine the Patriot Act with the Military Commissions Act with this, you've got a dangerous path approaching tyranny. Groups advancing political, religious, or social change can expect to be spied on, detained without a warrant, and labeled as terrorists.
If this concerns you, let me recommend a couple of resources for a solution.

Sidetracked from what?!?!
Sidetracked from standing up for liberty and the Constitution? Sidetracked from standing up for your basic rights?
Seems that there's a very myopic view within the Ron Paul movement that attempts to keep the "happy thoughts" flowing. We've seen this same thought process here in the forums in recent days. When we discuss the Constitution and attempt to thwart all attempts at subjugation and the usurpation of our rights, we are fighting the Ron Paul cause, because Dr. Paul is for our freedoms. It is not Dr. Paul's job to tell you people how to fight for the country and for your freedoms. There are also those here who condemn the membership for acting towards our own behalf, such as contacting CNN and Glenn Beck for the slanderous comments about us.
I'm sorry, but I don't need to drink the "happy" kool-aid nor do I need to focus continually on Dec. 16th while there are many pressing issues to address in the days before that date. I suggest that while you're feeling all empowered about an election that is OVER A YEAR AWAY, you get at least one foot back on the ground and keep track of what's going on NOW in your government. It isn't enough to hope that Dr. Paul will make it all better "when" he gets elected.
Banning a guy from a Ron Paul group because he wants to act on CURRENT legislation that affects us on the most basic Constitutional level is some of the dumbest shit that I have ever heard. Maybe your Orlando organizer needs to be exposed as a disinfo agent or an anti-Paul agent.
