Anyone with PHP / Web Design Knowledge?

Hi all,
As some of you may know I'm in the midst of creating a web site focused on analyzing business, economics, and public policy. I've managed to get some help in creating a basic header, but other than that I'm in the dark right now and am unsure how to proceed in making an attractive site. I believe PHP is the main thing that I need help with, so this is a call out for help to anyone who has a knowledge in PHP or creating a site from scratch.
I'm almost to a point where I can take it on my own, but currently I need someone with a lot more knowledge than myself to give some pointers if they feel so inclined. Obviously I'm not going to press this on you, if you can help whenever you want to or have time anything would be appreciated.

I'm a programmer
I've been building websites professionally for 5 or 6 years now. The best thing you can do (other than hiring a professional ;) is to use something like Drupal (http://www.drupal.org) or Joomla (I don't know the addres, google maybe?). They are both very good website/cms/blogging frameworks. Joomla is easier to use, but you can do more with Drupal. Both have ready made themes to choose from and modules that add nearly any functionality you could want. The Daily Paul runs on Drupal.
