My comments:
The evil idiocy from Washington never stops.
These requirements will enrich the politicos' cronies while imposing ruinous hardships on people who are selling to avoid total disaster.
The article states that the "government" will pay up to 50 percent of the cost of a retrofit through financial awards to individual owners. That might mitigate the hardship somewhat, but it's more unconstitutional government spending.
Also, if homeowners have to retrofit homes before sale, can we expect a lot of mysterious fires in bank-owned foreclosed homes? The banks can't lose. If the 50% payment for the retrofit doesn't help their bottom line enough, the insurance payout will surely do the trick.

I forgot to mention this...
The requirement for home audits and retrofits will be yet another unconstitutional federal mandate on states and a further and onerous unconstitutional intrusion into the personal business of homeowners.
Of course, that is in addition to many other anti-liberty aspects of the bill which are also scary.
