These plans are free, but generally require access to CNC type machine tools and CAD / CAM software such as Solidworks, AutoCAD, MasterCAM and the like, although free / open source alternatives do to some extent exist.

For those not familiar with machine tools, the fundamental difference between a milling tool (router, lathe, plasma torch, etc.) and a fab is that mills remove material to get the desired part, while fabs add material (build up). Milling tools have been around for a very long time, computer controlled milling machines started coming into general use in about the 60s.

Fabs are very new, not that the control systems are significantly different or significantly harder than mills, it is the types of materials and material handling, particularly at speed which is the limiting factor with fabs.

Suffice it to say, micro-manufacturing, like the Internet, has great potential in the promotion of liberty. If something is made illegal, simply download it and make it yourself. The mill or fab can't differentiate between parts for a toaster and parts for a gun.

Knowledge cannot be outlawed, not that a bunch of mostly lawyers at all levels of government will ever grasp the concept.

A good thing is this is a huge emerging technology, likely to become so widespread there will be no way of preventing using it for weapons, or weapon enhancements. The hope amongst proponents, is it will afford pretty much "everyone" the ability to create and test mechanical devices the way they can now create and test software, ushering in a democratization of manufacturing similar to what has happened / is happening with software.
